| In order to further optimize the business environment, according to the Opinions of 13 Departments including the State Administration for Industry and Commerce on Advancing the National Unified Reform of “Integrating Certificates into One” (No. 31, [2018], SAIC), the relevant issues concerning including the Registration Certificate for a Customs Declaration Entity (for the consignees or consignors of imported or exported goods) into the reform of “integrating certificates into one” are hereby announced as follows: | | 为进一步优化营商环境，根据《工商总局等十三部门关于推进全国统一“多证合一”改革的意见》（工商企注字〔2018〕31号），现就《报关单位注册登记证书》（进出口货物收发货人）纳入“多证合一”改革相关问题公告如下： |
Where, in applying for industrial and commercial registration, the applicant is required to concurrently apply for the Registration Certificate for a Customs Declaration Entity (for the consignees or consignors of imported or exported goods), the applicant shall choose the option for the recordation and registration of the consignees or consignors of imported or exported goods as required, and enter the relevant recordation information. The market regulatory authority shall complete the registration according to the process of “integrating certificates into one,” and complete the data exchange with the General Administration of Customs (“GACC”) at the level of the State Administration for Market Regulation. The recordation of the enterprise shall be completed once the customs office confirms the receipt of the information on industrial and commercial registration and the information on business recordation, and the enterprise is not required to undergo the recordation and registration formalities at the customs office.
．．．．．． | | 申请人办理工商注册登记时，需要同步办理《报关单位注册登记证书》（进出口货物收发货人）的，应按照要求勾选进出口货物收发货人的备案登记，并补充填写相关备案信息。市场监管部门按照“多证合一”流程完成登记，并在总局层面完成与海关总署的数据交换。海关确认接收到企业工商注册信息和商务备案信息后即完成企业备案，企业无需再到海关办理备案登记手续。
