Albania, Bosnia and Herzegovina, Bulgaria, China, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia and Slovenia (hereinafter referred to as "the Participants") commend the major progress that has been made in the cooperation between China and Central and Eastern European Countries (hereinafter referred to as "16+1 cooperation") and acknowledge that 16+1 cooperation continues to promote the ties between China and Central and Eastern European Countries (hereinafter referred to as "CEECs") and contributes to the all-round and balanced growth of the China-EU Comprehensive Strategic Partnership. 阿尔巴尼亚、波黑、保加利亚、中国、克罗地亚、捷克、爱沙尼亚、匈牙利、拉脱维亚、立陶宛、马其顿、黑山、波兰、罗马尼亚、塞尔维亚、斯洛伐克和斯洛文尼亚积极评价中国-中东欧国家合作(以下简称“16+1合作”)取得的重要进展,认为16+1合作进一步推动了中国和中东欧国家关系发展,促进了中欧全面战略伙伴关系全方位、均衡发展。
The Participants state their readiness to formulate the Medium-Term Agenda for Cooperation between China and Central and Eastern European Countries (hereinafter referred to as "the Agenda"), taking the China-EU 2020 Strategic Agenda for Cooperation as the guideline document for China-EU relations and in accordance with the Press Communiqué of the Meeting between the Prime Ministers of China and Central and Eastern European Countries, China's Twelve Measures for Promoting Friendly Cooperation with Central and Eastern European Countries, the Bucharest Guidelines for Cooperation between China and Central and Eastern European Countries and the Belgrade Guidelines for Cooperation between China and Central and Eastern European Countries. 17国表示,以《中欧合作2020战略规划》为中欧关系的指导性文件,依据《中国与中东欧国家领导人会晤新闻公报》《中国关于促进与中东欧国家友好合作的十二项举措》和《中国-中东欧国家合作布加勒斯特纲要》《中国-中东欧国家合作贝尔格莱德纲要》,制订《中国-中东欧国家合作中期规划》。
The Agenda aims to improve 16+1 cooperation and further unleash its potential by setting out directions and priorities for 16+1 cooperation from 2015 to 2020. Based on mutual respect for sovereignty and territorial integrity and understanding of each other's development choices, the Participants will actively implement the Agenda in light of their respective realities, needs and priorities, through equal-footed consultations, capitalizing on each other's complementarities and win-win cooperation. The possibility of involvement of other partners in specific 16+1 projects and activities will be decided based on the principle of consensus. The Participants will carry out cooperation in accordance with their respective laws and regulations. EU member states are pursuing cooperation conforming with EU legislation, regulations and policies stemming from EU membership. The implementation of the Agenda will be reviewed at the annual Summit. 本规划旨在明确2015年至2020年的工作方向和重点,进一步释放合作潜力,推动16+1合作提质增效。17国将相互尊重各自主权独立和领土完整,加深对各自发展道路的理解,结合自身特点、需求和优先方向,本着平等协商、优势互补、合作共赢的原则,积极落实本规划。17国将在协商一致基础上商定其他合作方参与具体项目和活动的可能性。各国根据各自法规,欧盟成员国根据欧盟相关法规及作为成员国应遵守的政策,开展具体合作。领导人年度会晤将对规划落实情况进行梳理总结。
16+1 cooperation will aim to advance important national and regional projects. Instead of replacing existing bilateral cooperation mechanisms or platforms, it strives to complement and reinforce them, aiming at enhanced and expanded cooperation between China and the 16 countries. 16+1 cooperation will develop synergies with major EU initiatives and plans and contribute to the China-EU partnerships for peace, growth, reform and civilization. The Participants welcome and support the establishment of the China-EU Connectivity Platform. 16+1 cooperation will make full use of the opportunities offered by the Belt and Road initiative to steadily expand cooperation and in turn contribute to the initiative. 16+1合作将努力推动重要的国别和区域项目。16+1合作不替代现有双边合作机制或平台,二者相互补充、相互促进,加快提升中国同16国关系水平和规模。16+1合作将与欧盟重大倡议和规划对接,有效促进中欧和平、增长、改革、文明四大伙伴关系。欢迎和支持建立中欧互联互通平台。16+1合作将充分把握“一带一路”建设带来的重要契机,不断拓展合作空间,同时为“一带一路”建设作出更多贡献。
The annual 16+1 Summit plays a guiding role in 16+1 cooperation by drawing up annual guidelines, identifying key deliverables and resolving outstanding issues in the course of cooperation in a timely fashion. Leaders of the EU or their representatives are welcome to attend the China-CEEC Summit. 年度领导人会晤对合作发挥引领和指导作用,将制订年度纲要,锁定重点成果,及时解决合作进程中遇到的突出问题。欢迎欧盟领导人或其代表与会。
The 16+1 National Coordinators' Meeting will be held twice a year alternately in China and in one of the CEECs. The Participants welcome and support the Secretariat for Cooperation between China and Central and Eastern European Countries (hereinafter referred to as "the Secretariat") in its efforts to enhance coordination and the sharing of information. A mechanism of quarterly meetings between the Secretariat,its member organizations and CEEC embassies in China will be put in place. The Participants welcome and appreciate the appointment of the Special Representative for Cooperation between China and Central and Eastern European Countries at the Chinese Ministry of Foreign Affairs. 每年在中国和中东欧国家各举办一次16+1合作国家协调员会议。欢迎并支持中国-中东欧国家合作秘书处(以下简称“秘书处”)进一步提升统筹协调和信息共享功能。建立秘书处及其成员单位与中东欧国家驻华使馆季度例会机制。欢迎并赞赏中国外交部设立“中国-中东欧国家合作事务特别代表”。
Associations on sectoral cooperation serve as pillars of 16+1 sectoral cooperation. The role of existing associations will be brought into full play, and the establishment of new platforms will be encouraged when conditions are ripe. These associations will update the National Coordinators' Meeting on the latest developments of sectoral cooperation. 领域合作联合会是16+1领域合作的支柱。充分发挥现有联合会作用,鼓励条件成熟时组建新的领域合作平台。联合会向国家协调员会议通报合作情况。
I. Economic Cooperation   一、经济合作
1. China and CEECs will further facilitate mutual investment and trade and aim to make trade and investment relations one of the most dynamic growth points in 16+1 cooperation. (一)进一步促进中国和中东欧国家双向投资和贸易的便利化水平,力争将投资贸易打造成16+1合作中最富活力的增长点之一。
2. The China-CEEC Ministerial Meeting on Promoting Trade and Economic Cooperation will be held once every two years. (二)每两年召开一次中国-中东欧国家经贸促进部长级会议。
3. Businesses are welcome to play an active role in 16+1 economic cooperation and trade. Participation by businesses in expos and fairs and mutual visits and exchanges of business delegations are encouraged. (三)欢迎企业发挥积极作用,鼓励企业积极参加展会、团组交流互访等活动。
4. Cross-border E-commerce and other new business models are encouraged and new areas of trade growth will be fostered. (四)鼓励开展跨境电子商务等新的商业业态,培育贸易新的增长点。
5. The Participants acknowledge the important role small- and medium-sized enterprises (SMEs) play in the enhancement of trade and investment relations. The Participants will strengthen exchanges and dialogue on SME policies, study the possibility of organizing a China-CEEC SME policy consultation when appropriate and help Chinese and CEEC SMEs establish links with each other. (五)认识到中小企业对促进贸易投资合作的重要作用。加强中小企业政策交流沟通,研究适时举行中国-中东欧国家中小企业政策磋商,为双方中小企业合作牵线搭桥。
6. The Participants welcome and support the role of the Warsaw-based China-CEEC Business Council and the China-CEEC Investment Promotion Agencies Contact Mechanism in sharing relevant information as well as facilitating and creating new business-to-business contacts and networking opportunities. (六)欢迎并支持位于华沙的中国-中东欧国家联合商会、中国-中东欧国家投资促进机构联系机制发挥作用,促进信息共享,协助双方企业建立联系、加强交流。
7. The Participants will promote transparent,open markets and a level playing field in their respective countries, as well as oppose protectionism in all its forms. With bilateral investments as a top priority, the Participants support the conclusion of an ambitious and comprehensive China-EU investment agreement.
