To implement the Opinions of the State Council on Advancing the Pilot Program of the Reform of “Separating Operating Permits from Business Licenses” in a Larger Scope (No. 45 [2017], State Council), accelerate the advancement of the reform of “separating operating permits from business licenses,” make efforts to resolvethe prominent problems faced by market participants, such as “it is easy for market participants to obtain business licenses but difficult to obtain operating permits” and “access is allowed but business operation is disallowed”, promote the transformation of government functions and innovation in management methods, stimulate the vitality of market participants, and make efforts to create a law-based, international and convenientbusiness environment, you are hereby notified of the matters concerning accelerating the advancement of the reform of “separating operating permits from business licenses” as follows:
