| Announcement on Simplifying the Approval and Supervision Formalities for Artworks in Comprehensive Bonded Zones | | 关于简化综合保税区艺术品审批及监管手续的公告 |
| In order to implement the spirit of the State Council for the reform of simplifying formalities, decentralizing powers, combining decentralization with appropriate control, and optimizing services and further promote the development of comprehensive bonded zones, in accordance with the relevant requirements of the Several Opinions of the State Council on Promoting the High-level Opening-up and High-quality Development of Comprehensive Bonded Zones (No. 3 [2019], State Council), the General Administration of Customs and the Ministry of Culture and Tourism have decided to simplify the approval and supervision formalities for the import and export of artworks in comprehensive bonded zones. The relevant matters are hereby announced as follows: | | 为落实国务院“放管服”改革精神，进一步促进综合保税区发展，根据《国务院关于促进综合保税区高水平开放高质量发展的若干意见》（国发〔2019〕3号）有关要求，海关总署、文化和旅游部决定简化综合保税区艺术品进出口审批及监管手续，现将有关事项公告如下： |
I. For the purpose of this Announcement, “artworks” means the artworks as prescribed in the Measures for the Administration of Business Operations of Artworks (Order No. 56 of the Ministry of Culture).
