| The administration of the list of enterprises with serious illegal and dishonest acts is an essential part of enterprise credit supervision, a solid basis for inter-departmental joint punishment on enterprises with serious illegal and dishonest acts, and an important means to promote the construction of social credit system and strengthen interim and ex-post regulations. There have been some new conditions and new problems emerging along with the economic and social development since the implementation of the Interim Measures for the Administration of List of Enterprises with Serious Illegal and Dishonest Acts and the Notice of the General Office of the State Administration for Industry and Commerce on Making Solid Efforts to Administer the List of Enterprises with Serious Illegal and Dishonest Acts. The administrations for industry and commerce and market regulatory authorities of various levels shall further upgrade the regulatory concept, study the current prominent problems in the administration of the list of enterprises with serious illegal and dishonest acts, offer specific solutions and measures, explore a scientific and effective mechanism and methods for the administration, maximize the role in enterprise credit supervision, and advance the building of a healthy, sound and dynamic market order. Relevant matters are hereby notified as follows: | | 严重违法失信企业名单管理是企业信用监管的重要内容，是对严重违法失信企业实施部门间联合惩戒的重要依据，是推进社会诚信体系建设、加强事中事后监管的重要手段。《严重违法失信企业名单管理暂行办法》《工商总局办公厅关于做好严重违法失信企业名单管理工作的通知》实施以来，随着经济社会的发展，出现了一些新情况、新问题。各级工商和市场监管部门要进一步更新监管理念，针对当前严重违法失信企业名单管理工作中的突出问题，研究提出对策措施，积极探索科学高效的严重违法失信企业名单管理机制和方式方法，更好发挥企业信用监管作用，深入推进构建健康有序、充满活力的市场秩序。现就有关事项通知如下： |
| I. Stepping up efforts in overhauling the enterprises with suspended business for a long time and revoking their business licenses | | 一、加大长期未经营企业清理吊销力度 |
| In accordance with the spirit of the Notice of the State Administration for Industry and Commerce and the State Administration of Taxation on Relevant Matters Concerning Non-operating Enterprises under Long-term Business Suspension, efforts shall be made to focus on those that are on the list of enterprises with abnormal operation for a long time but do not apply for removal, and to further intensify the overhaul of these enterprises and the revocation of their business licenses. After an enterprise's business license is revoked or an enterprise undergoes cancellation registration, it shall no longer be included in the list of enterprises with abnormal operation or the list of enterprises with serious illegal and dishonest acts. | | 根据《工商总局税务总局关于清理长期停业未经营企业工作有关问题的通知》精神，重点针对长期列入经营异常名录未申请移出的企业，进一步加大清理吊销力度。企业被吊销营业执照或办理注销登记后，不再列入经营异常名录和严重违法失信企业名单。 |
