Upon deliberation at the 11th session of the Standing Committee of the Thirteenth National People's Congress, the Draft Cryptography Law of the People's Republic of China is hereby published on www.npc.gov.cn, and the public may directly log onto the website to post their comments or submit by mail their comments to the Legislative Affairs Commission under the Standing Committee of the National People's Congress (at 1 Qianmen West Avenue, Xicheng District, Beijing Municipality, postal code: 100805. Please indicate "Request for Public Comments on Draft Cryptography Law" on the envelope). Draft Cryptography Law of the People's Republic of China 中华人民共和国密码法(草案)
Chapter I General Provisions 

第一章 总则

Article 1 This Law is enacted for purposes of regulating the application and administration of cryptography, promoting cryptographic development, guaranteeing cyber and information security, protecting the lawful rights and interests of citizens, legal persons and other organizations, and maintaining the national security and the public interest.   第一条 为了规范密码应用和管理,促进密码发展,保障网络与信息安全,保护公民、法人和其他组织的合法权益,维护国家安全和社会公共利益,制定本法。
Article 2 For the purpose of this Law, "cryptography" means product, technology and service that effect encryption protection or security certification of information and the like using specific conversion.   第二条 本法所称密码,是指使用特定变换对信息等进行加密保护或者安全认证的产品、技术和服务。
Article 3 Cryptographic work shall be in adherence to a holistic approach to national security and in conformity with the principles of unified leadership, hierarchical responsibility, innovative development, serving the overall picture, law-based administration, and guaranteeing security.   第三条 密码工作坚持总体国家安全观,遵循统一领导、分级负责,创新发展、服务大局,依法管理、保障安全的原则。
Article 4 The leadership of the Communist Party of China over cryptographic work shall be adhered to. The central cryptographic work leading agency shall exercise unified leadership over nationwide cryptographic work, develop major guidelines and policies on national cryptographic work, holistically coordinate major matters and important tasks respecting national cryptography, and advance the building of the rule of law for national cryptography.   第四条 坚持中国共产党对密码工作的领导。中央密码工作领导机构对全国密码工作实行统一领导,制定国家密码工作重大方针政策,统筹协调国家密码重大事项和重要工作,推进国家密码法治建设。
Article 5 The national cryptographic administrative authority shall be responsible for administrating nationwide cryptographic work. Local cryptographic administrative authorities at the county level and above shall be responsible for administrating the cryptographic work in their respective administrative areas.   第五条 国家密码管理部门负责管理全国的密码工作。县级以上地方各级密码管理部门负责管理本行政区域的密码工作。
A state agency or a cryptography-related entity shall be responsible for the cryptographic work of the agency, or the entity, or its system within its remit. 国家机关和涉及密码的单位在其职责范围内负责本机关、本单位或者本系统的密码工作。
Article 6 Cryptography shall be divided into core cryptography, ordinary cryptography or commercial cryptography. The state shall place cryptography under classification administration.   第六条 密码分为核心密码、普通密码和商用密码。国家对密码实行分类管理。
Article 7 Core cryptography and ordinary cryptography shall be used to secure state secret information, the highest classification level of core cryptography-secured information shall be top secret, and the highest classification level of ordinary cryptography-secured information shall be secret.   第七条 核心密码、普通密码用于保护国家秘密信息,核心密码保护信息的最高密级为绝密级,普通密码保护信息的最高密级为机密级。
Core cryptography and ordinary cryptography shall be state secrets. The cryptographic administrative authorities shall strictly and uniformly administer the research on, production, testing, equipment, use, and destruction of core cryptography and ordinary cryptography in accordance with this Law and the relevant laws, administrative regulations, and relevant provisions issued by the state. 核心密码、普通密码属于国家秘密。密码管理部门依照本法和有关法律、行政法规、国家有关规定对核心密码、普通密码的科研、生产、检测、装备、使用和销毁等实行严格统一管理。
Article 8 Commercial cryptography shall be used to secure information other than state secrets. A citizen, legal person or any other organization may use commercial cryptography according to the law to protect cyber and information security.   第八条 商用密码用于保护不属于国家秘密的信息。公民、法人和其他组织均可依法使用商用密码保护网络与信息安全。
Article 9 The state shall encourage and support the research on and exchange of cryptographic science and technology, protect intellectual property in cryptography according to the law, and promote the progress of and innovation of cryptographic science and technology.   第九条 国家鼓励和支持密码科学技术研究、交流,依法保护密码知识产权,促进密码科学技术进步和创新。
Any organization or individual who has made outstanding contributions to cryptographic work shall be commended and rewarded in accordance with the relevant provisions issued by the state. 对在密码工作中作出突出贡献的组织和个人,按照国家有关规定给予表彰和奖励。
Article 10 The state shall strengthen cryptographic publicity and education in various forms, incorporate cryptographic security education into the national education system and the education and training system for the civil servants, and encourage and support social groups and the public to engage and participate in and in engaging and participating in the dissemination and promotion of cryptographic knowledge.   第十条 国家采取多种形式加强密码宣传教育,将密码安全教育纳入国民教育体系和公务员教育培训体系,鼓励和支持社会团体、公众开展和参与密码知识的普及、推广。
Article 11 The people's governments at and above the county level shall incorporate cryptographic work into national economic and social development plans at the same level and budget funds necessary at the same level.   第十一条 县级以上人民政府应当将密码工作纳入本级国民经济和社会发展规划,所需经费列入本级预算。
Article 12 No organization or individual may steal encrypted information from another person, illegally intrude into the cryptographic security system of another person, or use cryptography to engage in activities that endanger national security, the public interest, or the lawful rights and interests of another person or other illegal or criminal activities.   第十二条 任何组织或者个人不得窃取他人的加密信息,不得非法侵入他人的密码保障系统,不得利用密码从事危害国家安全、社会公共利益、他人合法权益的活动或者其他违法犯罪活动。
Chapter II Core Cryptography and Ordinary Cryptography 

第二章 核心密码、普通密码

Article 13 The state shall strengthen the scientific planning and use of core cryptography and ordinary cryptography, reinforce system building, improve administrative measures, and enhance its capabilities to secure cryptographic communication services and cyberspace cryptography.   第十三条 国家加强核心密码、普通密码的科学规划和使用,加强制度建设,完善管理措施,增强密码通信服务和网络空间密码保障能力。
Article 14 Any state secret information transmitted by wired or wireless communications, or an information system storing or processing state secret information, shall be encrypted and secured, or be subject to security authentication, by using core cryptography or ordinary cryptography, based on the highest classification level of state secret information, in accordance with the laws, administrative regulations and relevant provisions issued by the state.   第十四条 在有线、无线通信中传递的国家秘密信息,以及存储、处理国家秘密信息的信息系统,应当根据国家秘密信息的最高密级,依照法律、行政法规和国家有关规定使用核心密码、普通密码进行加密保护或者安全认证。
Article 15 An entity researching on, producing, testing, equipped with, using or destroying core cryptography or ordinary cryptography (hereinafter collectively referred to as the "cryptographic work entity") shall, according to the laws, administrative regulations, relevant provisions issued by the state and the requirements of the national cryptographic administrative authority, establish and improve a security management system and adopt strict secrecy measures, so as to ensure the security of core cryptography and ordinary cryptography.   第十五条 核心密码、普通密码的科研、生产、检测、装备、使用和销毁单位(以下统称密码工作机构)应当按照法律、行政法规、国家有关规定及国家密码管理部门的要求,建立健全安全管理制度,采取严格的保密措施,确保核心密码、普通密码的安全。
Article 16 The cryptographic administrative authorities shall guide, supervise and inspect the work relating to core cryptography and ordinary cryptography of cryptographic work entities according to the law, and the cryptographic work entities shall cooperate.   第十六条 密码管理部门依法对密码工作机构的核心密码、普通密码工作进行指导、监督和检查,密码工作机构应当配合。
Article 17 The cryptographic administrative authorities shall establish monitoring and advance warning, notice of information, consultation about material matters, emergency disposal, and other collaborative mechanisms for the security of core cryptography and ordinary cryptography as needed in work, so as to ensure coordinated, linked, orderly and efficient management of the security of core cryptography and ordinary cryptography.   第十七条 密码管理部门根据工作需要会同有关部门建立核心密码、普通密码安全监测预警、信息通报、重大事项会商和应急处置等协作机制,确保核心密码、普通密码安全管理的协同联动和有序高效。
A cryptographic work entity shall, upon discovery of divulgence of core cryptography or ordinary cryptography, or any material problem affecting the security of core cryptography or ordinary cryptography, immediately take countermeasures and report to the secrecy administrative agency and the cryptographic administrative authority in a timely manner, and the secrecy administrative agency and the cryptographic administrative authority shall organize an investigation or disposal, or guide the relevant cryptographic work entity in eliminating hidden security risks in a timely manner, in conjunction with relevant authorities. 密码工作机构发现核心密码、普通密码泄密或者影响核心密码、普通密码安全的重大问题的,应当立即采取应对措施,并及时向保密行政管理部门、密码管理部门报告,由保密行政管理部门、密码管理部门会同有关部门组织开展调查、处置或者指导有关密码工作机构及时消除安全隐患。
Article 18 The state shall strengthen the construction of cryptographic work entities and guarantee their performance of duties.   第十八条 国家加强密码工作机构建设,保障其履行工作职责。
The state shall strengthen the training and building of the team of talents in core cryptography and ordinary cryptography and establish a management system for the recruitment, selection, secrecy, evaluation, training, benefits, rewards and punishment, exchange, and removal of personnel as needed for work relating to core cryptography and ordinary cryptography. 国家加强核心密码、普通密码人才队伍培养、建设,建立适应核心密码、普通密码工作需要的人员录用、选调、保密、考核、培训、待遇、奖惩、交流、退出等管理制度。
Article 19 The cryptographic administrative authorities may, as needed for work relating to core cryptography and ordinary cryptography, in accordance with relevant provisions issued by the state, request the public security, transport, customs or other authorities to grant inspection exemption or other facilitation to related articles and personnel.   第十九条 密码管理部门根据核心密码、普通密码工作需要,按照国家有关规定,可以提请公安、交通运输、海关等部门对有关物品和人员提供免检等便利。
Article 20 The cryptographic administrative authorities and the cryptographic work entities shall establish and improve a strict supervisory and security review system, supervise their employees' compliance with the laws and discipline and other situation, take necessary measures according to the law, and organize security review on a regular or irregular basis.   第二十条 密码管理部门和密码工作机构应当建立健全严格的监督和安全审查制度,对其工作人员遵守法律和纪律等情况进行监督,并依法采取必要措施,定期或者不定期组织开展安全审查。
Chapter III Commercial Cryptography 

第三章 商用密码

Article 21 The state shall encourage the research, development and application of commercial cryptography, improve the unified, open, competitive and orderly commercial cryptography market system, and encourage and promote the development of the commercial cryptography industry.   第二十一条 国家鼓励商用密码技术的研究开发和应用,健全统一、开放、竞争、有序的商用密码市场体系,鼓励和促进商用密码产业发展。
The research, production, sale, service, import or export of commercial cryptography shall not harm national security, the public interest or the lawful rights and interests of any citizen, legal person or other organization. 商用密码的科研、生产、销售、服务和进出口,不得损害国家安全、社会公共利益或者公民、法人和其他组织的合法权益。
Article 22 The state shall establish and improve a system of commercial cryptography standards.   第二十二条 国家建立和完善商用密码标准体系。
The standardization department of the State Council and the national cryptographic administrative authority shall organize the development of national standards and industry standards for commercial cryptography according to their respective duties. 国务院标准化行政主管部门和国家密码管理部门依据各自职责,组织制定商用密码国家标准、行业标准。
The state shall support social groups and enterprises in using independent innovative technology to develop group standards or enterprise standards for commercial cryptography that are higher than the relevant technical requirements of national standards or industry standards. 国家支持社会团体、企业利用自主创新技术制定高于国家标准、行业标准相关技术要求的商用密码团体标准、企业标准。
Article 23 The state shall promote participation in activities for international standardization of commercial cryptography, participate in the development of international standards for commercial cryptography, and advance the conversion of Chinese standards for commercial cryptography to foreign standards, vice versa, and their application.   第二十三条 国家推动参与商用密码国际标准化活动,参与制定商用密码国际标准,推进商用密码中国标准与国外标准之间的转化运用。
The state shall encourage enterprises, social groups, and educational and research institutions to participate in activities for international standardization of commercial cryptography. 国家鼓励企业、社会团体和教育、科研机构等参与商用密码国际标准化活动。
Article 24 A commercial cryptography practicing entity shall engage in activities such as the research, production, sale, service, import, or export of commercial cryptography according to the relevant laws, administrative regulations, compulsory national standards for commercial cryptography, and technical requirements of the open standards of the practicing entity.   第二十四条 商用密码从业单位从事商用密码科研、生产、销售、服务、进出口等活动,应当符合有关法律、行政法规、商用密码强制性国家标准以及从业单位公开标准的技术要求。
The state shall encourage commercial cryptography practicing entities to adopt voluntary national standards and industry standards for commercial cryptography, enhance their capabilities to secure commercial cryptography, and maintain the lawful rights and interests of users. 国家鼓励商用密码从业单位采用商用密码推荐性国家标准、行业标准,提升商用密码的防护能力,维护用户的合法权益。
Article 25 The state shall advance the building of the testing and certification system for commercial cryptography, develop technical specifications and rules for testing and certification of commercial cryptography, encourage commercial cryptography practicing entities to voluntarily accept the testing and certification of commercial cryptography, and improve market competitiveness.   第二十五条 国家推进商用密码检测认证体系建设,制定商用密码检测认证技术规范和规则,鼓励商用密码从业单位自愿接受商用密码检测认证,提升市场竞争力。
A commercial cryptography testing and certification institution shall obtain relevant qualifications according to the law and carry out testing and certification of commercial cryptography in accordance with the provisions of the laws and administrative regulations and the technical specifications and rules for testing and certification of commercial cryptography. 商用密码检测、认证机构应当依法取得相关资质,并依照法律、行政法规的规定和商用密码检测认证技术规范和规则开展商用密码检测认证。
Article 26 Any commercial cryptographic product relating to national security, national economy and people's livelihood, or the public interest shall be put on the list of key network equipment and products intended exclusively for cybersecurity, and may be sold or provided only after a qualified institution finds the product to have passed security authentication or have complied with the requirements in security testing.   第二十六条 涉及国家安全、国计民生、社会公共利益的商用密码产品列入网络关键设备和网络安全专用产品目录,由具备资格的机构安全认证合格或者安全检测符合要求后,方可销售或者提供。
Any commercial cryptographic service used for key network equipment and products intended exclusively for cybersecurity may be provided only after a commercial cryptography testing and certification institution finds the service to have passed security authentication or have complied with the requirements in security testing. 用于网络关键设备和网络安全专用产品的商用密码服务,应当由商用密码认证、检测机构安全认证合格或者安全检测符合要求后,方可提供。
Article 27 The operator of any key information infrastructure shall use commercial cryptography to secure the key information infrastructure, if any law, administrative regulation or relevant provision issued by the state so requires, and conduct security assessment of the application of commercial cryptography.   第二十七条 法律、行政法规和国家有关规定要求使用商用密码进行保护的关键信息基础设施,其运营者应当使用商用密码进行保护,开展商用密码应用安全性评估。
The operator of any key information infrastructure, or a commercial cryptography-related network product or service procured or used by any state agency, which may affect national security, shall pass the national security review organized by the national cyberspace authority in conjunction with relevant authorities including the national cryptographic administrative authority. 关键信息基础设施的运营者和国家机关采购、使用涉及商用密码的网络产品和服务,可能影响国家安全的,应当通过国家网信部门会同国家密码管理部门等有关部门组织的国家安全审查。
Article 28 The commerce department of the State Council and the national cryptographic administrative authority shall, according to the law, subject commercial cryptography with encrypted protection functionality relating to national security or the public interest to import licensing and impose export control on commercial cryptography relating to national security or the public interest, or with respect to which China has an international obligation. A list of commercial cryptography under import licensing and export control shall be developed and issued by the commerce department of the State Council in conjunction with the national cryptographic administrative authority and the General Administration of Customs   第二十八条 国务院商务主管部门、国家密码管理部门依法对涉及国家安全、社会公共利益且具有加密保护功能的商用密码实施进口许可,对涉及国家安全、社会公共利益或者中国承担国际义务的商用密码实施出口管制。商用密码进口许可和出口管制清单由国务院商务主管部门会同国家密码管理部门和海关总署制定并公布。
Commercial cryptography applied to consumer products is not subject to the import licensing and export control system. 大众消费类产品所采用的商用密码不实行进口许可和出口管制制度。
Article 29 The national cryptographic administrative authority shall identify institutions that engage in electronic certification services for e-government using commercial cryptography and be responsible for administering electronic signatures and data messages used in government affairs in conjunction with relevant authorities.   第二十九条 国家密码管理部门对采用商用密码技术从事电子政务电子认证服务的机构进行认定,会同有关部门负责政务活动中使用电子签名、数据电文的管理。
Article 30 A commercial cryptography industry association shall, in accordance with the provisions of the laws, administrative regulations and its articles of association, provide commercial cryptography practicing entities with commercial cryptography information, technology, training and other services, give directions to and urge commercial cryptography practicing entities to conduct activities such as the research, production, sale, service, import, and export of commercial cryptography according to the law, strengthen industry self-regulation, promote the building of industry integrity, and promote the sound development of the industry.   第三十条 商用密码行业协会依照法律、行政法规及其章程的规定,为商用密码从业单位提供商用密码信息、技术、培训等服务,引导和督促商用密码从业单位依法开展商用密码科研、生产、销售、服务、进出口等活动,加强行业自律,推动行业诚信建设,促进行业健康发展。
Article 31 The cryptographic administrative authorities and relevant authorities shall establish an interim and ex-post regulatory system for commercial cryptography combining routine regulation with random inspection, establish a unified information platform for the supervision and administration of commercial cryptography, advance the connection between interim and ex-post regulation and the social credit system, and strengthen the self-regulation and social supervision of commercial cryptography practicing entities.   第三十一条 密码管理部门和有关部门建立日常监管和随机抽查相结合的商用密码事中事后监管制度,建立统一的商用密码监督管理信息平台,推进事中事后监管与社会信用体系相衔接,强化商用密码从业单位自律和社会监督。
Chapter IV Legal Liability 

第四章 法律责任

Article 32 Where, in violation of the provisions of Article 12 of this Law, or the relevant laws or administrative regulations, the encrypted information of any person is stolen, the cryptographic security system of any person is broken into, or cryptography is used to engage in activities that endanger national security, the public interest, or the lawful rights and interests of any person or other illegal or criminal activities, the violator shall be held legally liable according to the law.   第三十二条 违反本法第十二条或者有关法律、行政法规规定,窃取他人的加密信息,非法侵入他人的密码保障系统,或者利用密码从事危害国家安全、社会公共利益、他人合法权益的活动或者其他违法犯罪活动的,依法追究法律责任。
Article 33 Where core cryptography or ordinary cryptography is used in violation of the provisions of Article 14 of this Law, the cryptographic administrative authorities shall order the taking of corrective action or stoppage of the illegal conduct and give a warning; and if the circumstances are serious, the cryptographic administrative authorities shall recommend the relevant state agencies or entities to take disciplinary action against or punish the directly responsible person in charge and other directly liable persons in accordance with the law.   第三十三条 违反本法第十四条规定使用核心密码、普通密码的,由密码管理部门责令改正或者停止违法行为,给予警告;情节严重的,由密码管理部门建议有关国家机关、单位对直接负责的主管人员和其他直接责任人员依法给予处分或者处理。
Article 34 Where, in violation of this Law or the relevant laws or administrative regulations, or the relevant provisions issued by the state, a case relating to divulgence of core cryptography or ordinary cryptography occurs, the secrecy administrative agency and the cryptographic administrative authority shall recommend the relevant state agencies or entities to take disciplinary action against or punish the directly responsible person in charge and other directly liable persons in accordance with the law.   第三十四条 违反本法或者有关法律、行政法规和国家有关规定,发生核心密码、普通密码泄密案件的,由保密行政管理部门、密码管理部门建议有关国家机关、单位对直接负责的主管人员和其他直接责任人员依法给予处分或者处理。
Article 35 Where a commercial cryptography testing and certification institution conducts testing or certification of commercial cryptography in violation the provisions of paragraph 2, Article 25 of this Law, the market regulatory authority shall, in conjunction with the cryptographic administrative authority, order the taking of corrective action or stoppage of the illegal conduct, give a warning, and confiscate any illegal income; if the illegal income is not less than 300,000 yuan, a fine of not less than one time nor more than three times the illegal income may be imposed in addition; in the absence of illegal income, or if the illegal income is less than 300,000 yuan, a fine of not less than 100,000 yuan nor more than 300,000 yuan may be imposed in addition; and if the circumstances are serious, the relevant qualifications shall be canceled according to the law.   第三十五条 商用密码检测、认证机构违反本法第二十五条第二款规定开展商用密码检测认证的,由市场监督管理部门会同密码管理部门责令改正或者停止违法行为,给予警告,没收违法所得;违法所得三十万元以上的,可以并处违法所得一倍以上三倍以下罚款;没有违法所得或者违法所得不足三十万元的,可以并处十万元以上三十万元以下罚款;情节严重的,依法吊销相关资质。
Article 36 Where any commercial cryptography product or service without security authentication or security testing, or which fails to pass the security authentication, or does not comply with the requirements as found in security testing, is sold or provided in violation of the provisions of Article 26 of this Law, the market regulatory authority shall order the taking of corrective action or stoppage of the illegal conduct, give a warning, and confiscate the illegal product and any illegal income; if the illegal income is not less than 100,000 yuan, a fine of not less than one time nor more than three times the illegal income may be imposed in addition; and in the absence of illegal income, or if the illegal income is less than 100,000 yuan, a fine of not less than 30,000 yuan nor more than 100,000 yuan may be imposed in addition.   第三十六条 违反本法第二十六条规定,销售或者提供未经安全认证、安全检测或者安全认证不合格、安全检测不符合要求的商用密码产品或者服务的,由市场监督管理部门责令改正或者停止违法行为,给予警告,没收违法产品和违法所得;违法所得十万元以上的,可以并处违法所得一倍以上三倍以下罚款;没有违法所得或者违法所得不足十万元的,可以并处三万元以上十万元以下罚款。
Article 37 Where commercial cryptography is used in violation of the provisions of paragraph 1, Article 27 of this Law, or any product or service without security review, or which fails to pass the security review, is procured or used in violation of the provisions of paragraph 2, Article 27 of this Law, punishment shall be imposed under the provisions of the Cybersecurity Law of the People's Republic of China.   第三十七条 违反本法第二十七条第一款规定使用商用密码,违反本法第二十七条第二款规定采购、使用未经安全审查或者安全审查未通过的产品或者服务的,依照《中华人民共和国网络安全法》的规定处罚。
Article 38 Where commercial cryptography is imported in violation the provisions of Article 28 of this Law, the commerce department of the State Council or the Customs shall impose punishment according to the law.   第三十八条 违反本法第二十八条规定进出口商用密码的,由国务院商务主管部门或者海关依法予以处罚。
Article 39 Where electronic certification services for e-government are engaged in without identification, in violation of the provisions of Article 29 of this Law, the cryptographic administrative authority shall order the taking of corrective action or stoppage of the illegal conduct, give a warning, and confiscate the illegal product and any illegal income; if the illegal income is not less than 300,000 yuan, a fine of not less than one time nor more than three times the illegal income may be imposed in addition; and in the absence of illegal income, or if the illegal income is less than 300,000 yuan, a fine of not less than 100,000 yuan nor more than 300,000 yuan may be imposed in addition.   第三十九条 违反本法第二十九条规定,未经认定从事电子政务电子认证服务的,由密码管理部门责令改正或者停止违法行为,给予警告,没收违法产品和违法所得;违法所得三十万元以上的,可以并处违法所得一倍以上三倍以下罚款;没有违法所得或者违法所得不足三十万元的,可以并处十万元以上三十万元以下罚款。
Article 40 Where an employee of any state agency abuses his or her power, neglects his or her duties, practices favoritism or makes falsehood in cryptographic work, disciplinary action shall be taken against the employee according to the law.   第四十条 国家机关工作人员在密码工作中滥用职权、玩忽职守、徇私舞弊的,依法给予处分。
Article 41 Where the violation of the provisions of this Law is criminally punishable, the offender shall be held criminally liable in accordance with the law.   第四十一条 违反本法规定,构成犯罪的,依法追究刑事责任。
Chapter V Supplemental Provisions 

第五章 附则

Article 42 The national cryptographic administrative authority shall develop departmental rules for the administration of cryptography in accordance with the provisions of the laws and administrative regulations.   第四十二条 国家密码管理部门依照法律、行政法规的规定,制定密码管理规章。
Article 43 Measures for the administration of military cryptographic work shall be developed by the Central Military Commission in accordance with this Law.   第四十三条 军队密码工作管理办法,由中央军事委员会根据本法制定。
Article 44 This Law shall come into force on mm dd, yyyy.   第四十四条 本法自 年 月 日起施行。
