Joint Statement of the People's Republic of China and the Islamic Republic of Afghanistan [Effective]

I. At the invitation of the President of the People's Republic of China, Hu Jintao, the President of the Islamic Republic of Afghanistan Hamid Karzai made a state visit to China during March 23 - 25, 2010. 一、应中华人民共和国主席胡锦涛邀请,阿富汗伊斯兰共和国总统哈米德·卡尔扎伊于2010年3月23日至25日对中国进行国事访问。

 
II. During the visit, the President Hu Jintao and the President Hamid Karzai held talks, and the Chairperson of the Standing Committee of the National People's Congress Wu Bangguo and the Premier of the State Council Wen Jiabao separately met with the President Karzai. The leaders of the two countries, amid cordial and friendly atmosphere, had an in-depth exchange of views and reached broad consensus on bilateral relations as well as international and regional issues of common concern. 二、访问期间,胡锦涛主席与卡尔扎伊总统举行了会谈,全国人大常委会委员长吴邦国和国务院总理温家宝分别会见了卡尔扎伊总统。两国领导人在亲切友好的气氛中,就双边关系以及共同关心的国际和地区问题深入交换意见,达成广泛共识。

 
The President Karzai also met with entrepreneurs of China and delivered an address at the Peking University, outlining the efforts made by the Afghanistan Government to realize democracy and development. 卡尔扎伊总统还同中国企业家见面,并赴北京大学发表演讲,介绍了阿富汗政府为实现民主和发展所作的努力。

 
III. Both sides reviewed the development of the relations between the two countries for the past 55 years since the establishment of their diplomatic ties, and expressed satisfaction with the present situation of their bilateral relations. Both sides agreed that the “Treaty of Good-Neighborliness and Friendly Cooperation between the People's Republic of China and the Islamic Republic of Afghanistan” bears important historical significance and has laid a strong and solid foundation for the long term and stable development of relations between the two countries. Both sides agreed to regard the “Treaty of Good-Neighborliness and Friendly Cooperation between the People's Republic of China and the Islamic Republic of Afghanistan” as guidelines for consolidating and developing the comprehensive cooperative partnership with good-neighborliness, mutual trust and friendship for generations between the two countries. 三、双方回顾了建交55年来两国关系的发展,对双边关系现状表示满意。双方一致认为,两国2006年6月签署的《中阿睦邻友好合作条约》具有历史意义,为两国关系长期稳定发展奠定了坚实基础。双方同意以《中阿睦邻友好合作条约》为指导,巩固和发展睦邻互信、世代友好的中阿全面合作伙伴关系。

 
IV. The Afghanistan side expressed its will of advancing regional peace and becoming a bridge for economic and cultural exchanges in the region. The Chinese side expressed appreciation toward that, and emphasized China's adherence to the principle of not intervening in internal affairs, the respect for the independence of Afghanistan, sovereignty and territorial integrity, the respect for the Afghanistan people's choice of their own development path in the light of their respective national conditions, the support for the process of “reconciliation and reintegration” in Afghanistan and the belief that Afghanistan will surely realize peace, stability and development soon.

 四、阿方表达了促进地区和平、并成为地区经济文化交流桥梁的意愿。中方对此表示赞赏,强调坚持不干涉内政原则,尊重阿富汗独立、主权和领土完整,尊重阿富汗人民根据自身国情选择发展道路,支持阿富汗“和解与再融合”进程,相信阿富汗一定会早日实现和平、稳定与发展。
