| For the purposes of earnestly implementing the decisions and arrangements of the CPC Central Committee and the State Council on strengthening the intellectual property protection, providing more law enforcement forces, intensifying the efforts in law enforcement, significantly increasing the cost of breaking the law, giving full play to the deterrence effect of the law, shoring up efforts in promoting a more strict crackdown on intellectual property infringement and counterfeits, and effectively addressing the problems of IPR infringements and counterfeits on Pinduoduo.com and other online shopping platforms, you are hereby notified of the following requirements for deepening the special rectification on intellectual property protection in the e-commerce field: | | 为认真贯彻党中央、国务院关于加强知识产权保护的决策部署，完善执法力量，加大执法力度，把违法成本显著提上去，把法律威慑作用充分发挥出来，推进提升打击知识产权侵权假冒的力度与水平，切实解决拼多多等购物平台上的侵权假冒问题，现就深化电子商务领域知识产权保护专项整治工作提出如下要求： |
| I. Tightening the efforts in rectification in key areas | | 一、加大重点区域整治力度 |
In combination with relevant work plans for “Internet plus” intellectual property protection and the requirements of the “special action against counterfeits” deployed in 2018, the special rectification on intellectual property protection shall be deepened in the e-commerce field that features large trade volumes and draws high attention from the society. Shanghai, Zhejiang, Beijing, Guangdong, Jiangsu, and other cities, shall maximize the role of the collaboration and coordination mechanism for law enforcement and protection of rights, conscientiously step up efforts in cracking down on online IPR infringements and counterfeits, reinforce the IT-based governance mechanism for various modes of online trading platforms, including proprietary, non-proprietary operations on Internet, and transactions on mobile devices, guide the platforms in conducting self-checks, and effectively handle the reports and complaints on IPR infringements and counterfeits by using the “Internet plus” approach.
