| For purposes of implementing the spirit of the Fourth and Fifth Plenary Sessions of the 18th Central Committee of the Communist Party of China (CPC), and giving full play to the positive role of forensic identification in trials, the Supreme People's Court and the Ministry of Justice, under the Decision of the Standing Committee of the National People's Congress on the Administration of Forensic Identification (hereinafter referred to as "Decision"), offer the following opinions on establishing a mechanism to connect the administration and use of forensic identification. | | 为贯彻落实党的十八届四中、五中全会精神，充分发挥司法鉴定在审判活动中的积极作用，最高人民法院、司法部根据《全国人民代表大会常务委员会关于司法鉴定管理问题的决定》（以下简称《决定》），就建立司法鉴定管理与使用衔接机制提出以下意见。 |

| Establishing a mechanism to connect the administration and use of forensic identification, regulating forensic identification, and improving forensic identification are important measures to give play to the role of forensic identification and adapt to the reform of the trial-centered litigation system. The people's courts and justice administrative authorities shall fully recognize the significance of the mechanism to connect the administration and use of forensic identification in the promotion of judicial justice and the improvement of trial quality and efficiency, based on their respective functions and orientations, strengthen communication and coordination, jointly advance the sound development of forensic identification, and ensure smooth trials. | | 建立司法鉴定管理与使用衔接机制，规范司法鉴定工作，提高司法鉴定质量，是发挥司法鉴定作用，适应以审判为中心的诉讼制度改革的重要举措。人民法院和司法行政机关要充分认识司法鉴定管理与使用衔接机制对于促进司法公正、提高审判质量与效率的重要意义，立足各自职能定位，加强沟通协调，共同推动司法鉴定工作健康发展，确保审判活动的顺利进行。 |
Justice administrative authorities shall fulfill the function of registration administration in strict accordance with the Decision, effectively enhance the forensic identification in the categories of forensics, physical evidence, audio-visual materials and environmental damage, and based on the need of litigation, the Ministry of Justice shall, jointly with the Supreme People's Court and the Supreme People's Procuratorate, determine the administration of other identification matters that should be subject to registration administration, strictly maintain the access standards for identification institutions and identification experts, strengthen the administration of the identification ability and quality, regulate identification, enhance supervision of practices, improve the elimination and exit mechanism, review identification institutions and identification experts not conforming to the provisions, and promote the orderly conduct of forensic identification.
