| For the purposes of thoroughly implementing the spirit of the important instructions given by General Secretary Xi Jinping on advancing in an overall manner the prevention and control of COVID-19 and economic and social development, implementing the decisions and arrangements of the CPC Central Committee and the State Council, making overall plans for epidemic prevention and control and business development, maximizing the effectiveness of the central government funding, unleashing the huge potential and powerful driving force for business development in all regions, better supporting the work of fighting against the epidemic and stabilizing foreign trade and foreign investment and promoting consumption, the relevant matters are hereby notified as follows: | | 为深入贯彻习近平总书记关于统筹推进新冠肺炎疫情防控和经济社会发展重要指示精神，落实党中央、国务院决策部署，统筹推进疫情防控和商务发展相关工作，充分发挥中央财政资金效益，把各地商务发展的巨大潜力和强大动能充分释放出来，更好支持应对疫情、做好稳外贸稳外资促消费工作，现就有关事项通知如下： |
| I. Special funds for foreign trade and economic development shall be effectively used to fully stabilize the overall state of foreign trade and foreign capital. | | 一、用好外经贸发展专项资金，全力支持稳住外贸外资基本盘 |
Priority shall be given to the field of foreign trade and economic cooperation that is greatly affected by the epidemic to help enterprises cope with the impact of the epidemic and promote the high-quality development of foreign trade and economic cooperation. First, every effort shall be made to stabilize the foreign trade base. Appropriate support shall be provided for the relevant costs increased by the enterprises having orders and markets due to the outbreak. In addition to the in-depth exploration of traditional markets, the cultivation of new growth areas shall be accelerated by supporting enterprises in their efforts to develop diversified markets. The innovative development of trade in services shall be encouraged. The increase of credit insurance support shall be guided on the basis of complying with relevant regulations, and the support for trade finance shall be enhanced through cooperation between the government, banks and insurance companies. Greater support shall be given to small and medium-sized foreign trade enterprises, and under equal conditions, moderate favorable treatment shall be provided to small and medium-sized foreign trade enterprises, especially those greatly affected by the epidemic. Second, every effort shall be made to stabilize the foreign capital base. The role of the opening-up platform in attracting investment shall be maximized. The construction of the national economic development zones, pilot free trade zones, border economic cooperation zones, and cross-border economic cooperation zones shall be supported to create new carriers for international cooperation and promote border economic cooperation zones in exploring the rolling development of small groups. The public service system for promoting foreign investment shall be improved, and a system for connecting key enterprises shall be established to innovate the enterprise service way. Third, industry chains and supply chains shall be stabilized. Enterprises shall be guided to carry out overseas investment and cooperation in an orderly manner. The central, western and northeastern China shall be supported in undertaking processing trade and improving the distribution of domestic industries.
．．．．．． | | 对受疫情影响较大的外经贸领域予以倾斜，帮助企业应对疫情影响，促进外经贸高质量发展。一是全力稳住外贸基本盘。对有订单有市场的企业确因疫情增加的相关费用给予适当支持。在深耕细作传统市场的基础上，加快培育新的增长点，支持企业开拓多元化市场。鼓励服务贸易创新发展。在符合相关规定前提下，引导加大信贷保险支持，以政银保合作等方式加大贸易融资支持。加大对中小外贸企业的扶持力度，在同等条件下，适度向中小外贸企业，特别是向受疫情影响较大的中小外贸企业倾斜。二是全力稳住外资基本盘。充分发挥对外开放平台引资作用，支持国家级经开区、自贸试验区、边境经济合作区和跨境经济合作区建设，打造国际合作新载体，推进边合区、跨合区“小组团”滚动开发。健全外商投资促进公共服务体系，建立重点企业联系制度，创新企业服务方式。三是稳住产业链供应链。引导企业有序开展对外投资合作。支持中西部和东北地区承接加工贸易，优化国内产业布局。
