| To implement the requirements of the Opinions of the General Administration of Quality Supervision, Inspection and Quarantine on Supporting the Construction of China (Shanghai) Pilot Free Trade Zone (No. 503 [2013], AQSIQ), further simplify administrative procedures and decentralize powers, further reform the administrative approval system, and satisfy the requirements for the construction of a high-standard SHFTZ orientated to the whole world, the General Administration of Quality Supervision, Inspection and Quarantine (“AQSIQ”) will fully support innovations in the animal and plant inspection and quarantine reform in SHFTZ under the principles of “safety and efficiency, scientific and orderly development, exploration and innovation, and steady advancement.” You are hereby notified of the animal and plant inspection and quarantine reform measures in SHFTZ and related work requirements as follows: | | 为落实《质检总局关于支持中国（上海）自由贸易试验区建设的意见》（国质检通〔2013〕503号）要求，进一步简政放权，深化行政审批制度改革，适应建设面向全球的高标准自贸区的要求，总局将按照“安全高效、科学有序、探索创新、稳步推进”的原则，全力支持自贸区动植物检验检疫改革创新。现就自贸区动植物检验检疫改革措施及工作要求通知如下： |
| I. Specific Measures | | 一、具体措施 |
| (1) Comprehensively promoting the categorized management system of imported and exported animals and plants and their products. On the basis of risk analysis, you shall conduct risk classification and categorized management of imported and exported animals and plants and their products in SHFTZ, and determine the corresponding supervision model based on risk levels to enhance the customs clearance efficiency. | | （一）全面推行进出境动植物及其产品分类管理制度。在风险分析的基础上，由你局对自贸区进出境动植物及其产品实施风险分级、分类管理，根据风险水平确定相应监管模式，提高通关效率。 |
(2) Rationally adjusting the quarantine rules for entry of imported animals and plants. Conditioned upon risk assessment and adoption of safety protection measures, you are authorized to permit the transit through SHFTZ, the international transit, or the storage and use in SHFTZ of some animals and plants and their products whose entry has not been permitted (excluding animals and plants and their products expressly prohibited by the state from entering China).
