The departments (bureaus) of human resources and social security of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps: 各省、自治区、直辖市及新疆生产建设兵团人力资源社会保障厅(局):
For the purposes of thoroughly implementing the spirit of the important instructions of General Secretary Xi Jinping on effectively preventing and controlling the COVID-19 outbreak, resolutely carrying out the decisions and arrangements of the CPC Central Committee and the State Council related to winning the fight against the prevention and control of the outbreak, and as needed for the current work situation of assumption of business and production, directing and encouraging various human resources service institutions to effectively conduct the work related to human resources services in a scientific, effective, and orderly manner in accordance with the law, with a close focus on fighting against the outbreak, promoting employment, serving development, maintaining stability, and other work, and provide solid human resources service support for winning the people's war for the prevention and control of the outbreak, you are hereby notified of the relevant matters as follows: 为深入贯彻习近平总书记关于做好新冠肺炎疫情防控工作的重要指示精神,坚决落实党中央、国务院关于打赢疫情防控阻击战的决策部署,结合当前复工复产工作形势需要,指导鼓励各地各类人力资源服务机构紧贴抗击疫情、促进就业、服务发展、维护稳定等工作,依法科学有力有序地做好人力资源服务有关工作,为打赢疫情防控人民战争提供坚实人力资源服务支撑,现将有关事项通知如下:
I. Strengthening employment services for key entities. All regions shall motivate human resources service institutions, direct public service institutions to effectively play a leading and demonstrating role, and guide commercial service institutions in actively fulfilling their social responsibilities. All regions shall, with a focus on the employment demand of key entities related to the national economy and people's livelihood such as the prevention and control of the outbreak, operation of utilities, and people's daily necessities, especially production and transportation entities directly related to the prevention and control of the outbreak, encourage human resources service institutions to give full play to their advantages in gathering information, linking all parties, and professional services and provide accurate and powerful supply and demand connection services by comprehensively using online connection, remote collaboration, online special recruitment, and other means. All regions shall implement policies on subsidizing employment and entrepreneurship services according to the relevant provisions, in favor of human resources service institutions that provide recruiting agency services.   一、加强重点单位用工服务。各地要激发人力资源服务机构积极性,指导公共服务机构切实发挥带头示范作用,引导经营性服务机构积极履行社会责任。聚焦疫情防控、公共事业运行、群众生活必需等涉及国计民生的重点单位,特别是与疫情防控工作直接相关的生产运输单位的用工需求,鼓励人力资源服务机构发挥信息汇聚、联通各方、专业服务的优势,综合运用线上对接、远程协作、线上专场招聘等方式,提供精准有力的供需对接服务。各地对提供职业介绍的人力资源服务机构,要根据有关规定落实就业创业服务补助政策。
II. Strengthening online employment seeking and recruitment. All regions shall direct and encourage human resources service institutions to vigorously expand various models of online employment seeking and recruitment services, further innovate in tapping potentials and integrating resources, meet the demand for employment of key groups including graduates of higher education institutions and migrant workers by developing new functions and expanding service manners, and create a better and more convenient online recruitment service platforms for physical, campus, and other recruitment events that have been suspended or postponed due to the outbreak. All regions shall encourage human resources service institutions to appropriately reduce the recruiting service fees payable by entities that have been considerably affected by the outbreak or charged with the key tasks of prevention and control of the outbreak.

   二、强化线上求职招聘。各地要指导鼓励人力资源服务机构,大力拓展各类线上求职招聘服务模式,进一步创新挖潜、整合资源,通过开发全新功能,拓展服务方式,满足包括高校毕业生、农民工等重点群体在内的各类求职者的就业择业需求,为受疫情影响暂停或推迟的现场、校园等招聘活动,打造更优、更便捷的线上招聘服务平台。鼓励人力资源服务机构为受疫情影响较大或担负疫情防控重点任务的单位,适当减免招聘服务费用。
