| In order to promote the sustained, healthy, scientific and orderly development of China's fuel cell vehicle industry, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission, and the National Energy Administration (hereinafter referred to as the five departments) have decided to carry out the pilot application of fuel cell vehicles, and you are hereby notified of the relevant matters as follows: | | 为推动我国燃料电池汽车产业持续健康、科学有序发展，财政部、工业和信息化部、科技部、发展改革委、国家能源局（以下简称五部门）决定开展燃料电池汽车示范应用工作。现将有关事项通知如下： |
| I. Method of Support | | 一、支持方式 |
| In response to the current situation of the industry, the five departments will update their policy of subsidizing the purchase of fuel cell vehicles to one of pilot application of fuel cell vehicles, and then reward the eligible city clusters that conduct the industrialization of key and core technologies for fuel cell vehicles and their pilot applications so as to create a new development model of fuel cell vehicles featured by rational distribution, different focuses and coordinated promotion. | | 针对产业发展现状，五部门将对燃料电池汽车的购置补贴政策，调整为燃料电池汽车示范应用支持政策，对符合条件的城市群开展燃料电池汽车关键核心技术产业化攻关和示范应用给予奖励，形成布局合理、各有侧重、协同推进的燃料电池汽车发展新模式。 |
| The period of pilot application is tentatively set to four years, during which the five departments will reward the selected pilot city clusters according to the fulfillment of their targets in the form of rewards rather than subsidies. Local governments and enterprises shall use reward funds in a coordinated manner for the industrialization of key and core technologies of fuel cell vehicles, the introduction of talents and team building, as well as for the pilot application of new models and new technologies. Reward funds may not be used for supporting the investment in fuel cell vehicle production and the development of hydrogen refueling infrastructure. | | 示范期暂定为四年。示范期间，五部门将采取“以奖代补”方式，对入围示范的城市群按照其目标完成情况给予奖励。奖励资金由地方和企业统筹用于燃料电池汽车关键核心技术产业化，人才引进及团队建设，以及新车型、新技术的示范应用等，不得用于支持燃料电池汽车整车生产投资项目和加氢基础设施建设。 |
| II. Content of pilot application | | 二、示范内容 |
| Pilot city clusters shall focus on technological innovation, identify the application scenarios, and build a complete industrial chain. First, the fuel cell vehicle industry chain shall be built to promote the technological development and industrialization of all links in the chain. Leading companies shall be relied on to arrange for related enterprises to build the industrial chain based on customer demand. Technical research and development shall be strengthened to make breakthroughs in research and development of related basic materials, key parts and vehicle products and preliminary industrial applications, thus continuously improving the industrial chain and upgrading the technical level while in pilot application. Second, the pilot application of new technologies and models for fuel cell vehicles shall be launched to promote the establishment and improvement of related technical indicator systems and testing and evaluation standards. Suitable application scenarios shall be specified, with a focus on promoting the industrialization of fuel cell vehicles in the field of medium and long-distance, medium and heavy commercial vehicles. Information platforms shall be used to achieve the whole-process and whole-chain supervision over the pilot application of fuel cell vehicles. To this end, the data on vehicle operation may be accumulated to improve technical indicators and testing standards for fuel cell vehicles and hydrogen energy. Third, effective business operation models shall be explored to continuously increase economy. Emphasis shall be placed on the promotion of competitive products of enterprises to gradually achieve economies of scale and reduce the cost of fuel cell vehicles. The economical, safe and stable hydrogen source guarantee for the pilot application of fuel cell vehicles shall be provided, and the ways of developing green hydrogen shall be explored to effectively reduce the cost of hydrogen energy for vehicles. Fourth, the policy and institutional environment shall be improved. A relatively complete system of supporting policies shall be established in terms of the development of core technologies for hydrogen energy and fuel cells, the construction and operation of hydrogen refueling stations, and the pilot application of fuel cell vehicles. The positioning of hydrogen as energy shall be clarified. Safety standards and supervision models shall be established and improved to ensure the safety of production, transportation, refueling, and use. A leading department shall be designated, and administrative measures for the approval of hydrogen refueling station construction shall be formulated. | | 示范城市群应聚焦技术创新，找准应用场景，构建完整的产业链。一是构建燃料电池汽车产业链条，促进链条各环节技术研发和产业化。要依托龙头企业，以客户需求为导向，组织相关企业打造产业链，加强技术研发，实现相关基础材料、关键零部件和整车产品研发突破及初步产业化应用，在示范中不断完善产业链条、提升技术水平。二是开展燃料电池汽车新技术、新车型的示范应用，推动建立并完善相关技术指标体系和测试评价标准。要明确合适的应用场景，重点推动燃料电池汽车在中远途、中重型商用车领域的产业化应用。要运用信息化平台，实现燃料电池汽车示范全过程、全链条监管，积累车辆运行数据，完善燃料电池汽车和氢能相关技术指标、测试标准。三是探索有效的商业运营模式，不断提高经济性。要集中聚焦优势企业产品推广，逐步形成规模效应，降低燃料电池汽车成本。要为燃料电池汽车示范应用提供经济、安全稳定的氢源保障，探索发展绿氢，有效降低车用氢能成本。四是完善政策制度环境。要建立氢能及燃料电池核心技术研发、加氢站建设运营、燃料电池汽车示范应用等方面较完善的支持政策体系。要明确氢的能源定位，建立健全安全标准及监管模式，确保生产、运输、加注、使用安全，明确牵头部门，出台加氢站建设审批管理办法。 |
| III. Selection of pilot city clusters | | 三、示范城市群选择 |
| Pilot city clusters shall be determined through local voluntary application plus expert review. A city applicant shall break administrative regional restrictions and work with excellent enterprises nationwide in the industrial chain. The specific requirements are as follows: Excellent enterprises in the industrial chain shall sign a contract or letter of intent for cooperation. The cities (above the prefecture level) where the enterprises are located shall form a city cluster under the principle of voluntary combination and determine a lead city through negotiations. The lead city shall sign a cooperation agreement with other cities to jointly prepare an implementation program and clarify the division of tasks. On the other hand, other cities shall provide the lead city with a letter of commitment for the pilot task. Thus, all links in the industrial chain may be linked with each other, and alliances between giants may also be formed so as to promote the R&D and industrialization of key and core technologies in a coordinated way. After the lead city submits their implementation program to the provincial departments of finance, industry and information technology, science and technology, development and reform, and energy for approval, the province shall apply to the five departments for pilot application (see the annexed application guidelines). | | 示范城市群采取地方自愿申报、专家评审方式确定。申报城市应打破行政区域限制，在全国范围内选择产业链上优秀企业所在城市进行联合，具体要求如下：产业链上优秀企业之间签订合同或合作意向书，企业所在城市（地级以上）本着自愿组合的原则组成城市群，协商产生牵头城市，牵头城市与其他城市签订合作协议，共同编制实施方案，明确任务分工，其他城市向牵头城市提供示范任务承诺函，形成产业链条各环节环环相扣、强强联合态势，协同推进关键核心技术研发和产业化。牵头城市将实施方案上报所在省份财政、工信、科技、发改、能源主管部门审定后，由所在省份向五部门申报示范（申报指南附后）。 |
| The five departments shall arrange for an expert committee to conduct a comprehensive review of the qualified application plans. After the review, the five departments shall determine the pilot city cluster, and a plan, once mature, will be implemented. The pilot application will focus on supporting city clusters with a sound technical research foundation, well-funded funds, clear plan objectives, clear application scenarios, and guaranteed policies and systems. | | 五部门组织专家委员会对符合条件的申报方案进行综合评审，经五部门审核后确定示范城市群，方案成熟一个实施一个。示范应用工作将重点支持技术攻关基础好、资金落实到位、计划目标明确、应用场景清晰、政策制度有保障的城市群。 |
| IV. Organization and implementation | | 四、组织实施 |
| The fuel cell vehicle industry has a long chain, and various entities have participated in the pilot application. Therefore, pilot city clusters and the provinces where they are located shall strengthen vertical linkage and horizontal coordination. All provinces shall coordinate their own resources and increase support for pilot cities and enterprises; all relevant provinces shall strengthen organization and coordination to jointly support the pilot application of pilot cities. | | 燃料电池汽车链条长、参加示范主体多，示范城市群以及各城市所在省份应加强上下联动、横向协同。各省份应统筹本省资源，加大对示范城市和企业的支持力度；各相关省份之间应加强组织协调，共同支持示范城市群开展示范应用工作。 |
| The people's government of the leading city of all pilot city clusters shall play the primary role, form a leading group with the participating cities, be responsible for the daily work of the leading group, strengthen communication and coordination between the cities, and coordinate the promotion of the pilot application. The leading group shall come up with an annual plan for the implementation program, clarify their respective responsibilities and safeguards, and be responsible for the organization and implementation of the pilot projects and fund allocation so as to ensure that all links in the chain are consistent and coordinated. At the end of each year of pilot application, the leading group shall, via the relevant department of the province where the lead city is located, submit to the five departments their reports on the progress of the implementation program, the completion of the task for the current stage and on funding application. | | 各示范城市群牵头城市人民政府要发挥主体作用，会同其他参与城市共同组成领导小组，负责领导小组的日常工作，强化城市间的沟通协调，统筹推进示范工作。领导小组要提出实施方案年度计划，明确责任和保障措施，负责示范项目组织实施、资金分配等，确保链条各环节衔接一致、协同作战。每个示范年度终了，领导小组经牵头城市所在省份相关部门向五部门提交实施方案进展、阶段性任务完成情况和资金申请报告。 |
| All cities shall refine their implementation programs according to their division of tasks, strengthen organization and implementation and increase capital investments to ensure that the reward funds allocated by the central government will be used in a timely and effective manner, create a favorable policy environment for enterprises to help them solve specific problems and difficulties in implementation, and strengthen supervision, refine the evaluation, and complete the task of pilot application on the basis of ensuring safety. The leading group shall entrust a third-party organization to supervise the pilot application and give suggestions for handling the cities that show slow progress in work and fail to complete its tasks. When the relevant departments of the province where the lead city is located grants approval, the implementation program may be revised. All relevant enterprises shall increase R&D investments, improve R&D capabilities, and strengthen connections between enterprises in the upstream and downstream sectors to ensure that the objectives and targets are completed with good quality and high quantity. | | 各城市要围绕各自目标任务分工，细化实施方案；要强化组织实施，加大资金投入力度，保证中央财政拨付的奖励资金及时有效使用；要为企业营造良好的政策环境，帮助企业解决实施中的具体问题和困难；要加强监管，细化考核，在确保安全的基础上完成示范任务。领导小组应委托第三方机构对示范工作实施监督，对工作进展缓慢、确无法完成任务的城市提出处理意见，经牵头城市所在省份相关部门报五部门批准后调整实施方案。各相关企业要加大研发投入，提升研发能力，加强与上下游企业对接，确保目标任务保质保量完成。 |
| The five departments will use their respective functions to increase support, guidance and supervision for the pilot application of fuel cell vehicles, and arrange for an expert committee to follow up and guide the pilot application throughout the whole process. They will take technological progress and other factors into account, and optimize technical indicators when appropriate and release them in advance. The central government will be result-oriented every year and allocate reward funds based on the results of the annual evaluation. The central government will set the total budget for the period of pilot application, during which it will adjust appropriately the award criteria according to the progress. Two years after the implementation of the pilot application, the five departments will organize an interim assessment, and take the following measures as appropriate against city clusters that fail to complete the objectives and tasks in a timely manner, such as requesting to adjust the implementation program, deducting or suspending reward funds, or suspending the participation of the cities or even canceling their qualifications for pilot application. In order to promote the rational layout of the industry, it is not advisable in principle to subsidize the purchase of fuel cell vehicles outside the pilot zones. | | 五部门将发挥各自职能作用，加强对燃料电池汽车示范应用工作的支持、指导和监督，并组织专家委员会全程跟踪指导示范工作；将综合考虑技术进步等因素，适时优化技术指标并提前发布。每年中央财政以结果为导向，根据年度考核评价结果拨付奖励资金。中央财政设定示范期预算总规模，示范期间将根据进展情况适度调整奖励标准。示范实施2年后，五部门将组织开展中期评估，对未按序时进度完成目标任务的城市群，将视情况采取要求调整实施方案、扣减或暂停奖励资金、暂停参与城市甚至取消城市群示范资格等措施。为推进产业合理布局，示范区以外的地方原则上不宜再对燃料电池汽车推广给予购置补贴。 |
