In recent years, all the public security organs and judicial organs throughout the country have always regarded the cracking down on crimes involving counterfeit money as an important task. They have legally investigated and punished a large number of criminal cases and have combated a large number of criminals in regard to counterfeit money, making significant contributions to safeguarding the credit of Renminbi and China's financial management order, and protecting the vital interests of the masses. However, China still faces a grim picture of counterfeit money crimes due to various factors, the number of related criminal cases remaining high, the criminal means more and more concealed, and the investigation and prosecution more and more difficult. In order to severely crack down on counterfeit money crimes and effectively curb the spread of criminal activities involving counterfeit money, we hereby notify you of the following requirements concerning the relevant work: | |
近年来，全国公安局司法机关始终把严厉打击假币犯罪作为一项重要任务，依法查处了一大批假币犯罪案件，打击了一大批假币犯罪分子，为维护人民币信誉和国家金融管理秩序，保护广大群众切身利益作出了重要贡献。但是，由于各方面因素的影响，当前假币犯罪形势仍然十分严峻，发案量居高不下，犯罪手段越来越隐蔽，查处难度越来越大。为了依法严厉打击假币犯罪，有效遏制假币犯罪活动的蔓延，现就有关工作要求通知如下： |

| 1. You shall unify your thinking and raise your awareness. Counterfeit money crimes seriously compromise a country's financial order and economic security, infringe the interests of the masses, undermine social stability, and tarnish the country's image. As a result, countries around the world have paid particular attention to counterfeit money crimes and cracked down on them without exception. Especially, in view of the background of the deepening and intensification of the international financial crisis and the substantive progress of the internationalization of Renminbi, cracking down on counterfeit money crimes is of exceptional significance. Therefore, the public security organs and judicial organs in all regions shall further unify their thinking and raise their awareness to reach a profound understanding of the serious harm counterfeit money crimes cause, and shall deem the anti-counterfeiting work as a very important task, attach great importance to it and take effective measures to do a good job in this regard. | | 一、统一思想，提高认识。假币犯罪严重影响国家金融秩序和经济安全，侵害群众利益，破坏社会稳定，影响国家形象。世界各国无不对假币犯罪特别重视，严厉打击。特别是在国际金融危机影响不断加深加剧，人民币国际化已经迈出实质性步伐的背景下，严厉打击假币犯罪，意义特别重大。各地公安司法机关要进一步统一思想，提高认识，深刻认识到假币犯罪的严重危害性，把反假币工作作为一项十分重要的任务，始终摆在突出位置抓紧抓好。 |

2. You shall cooperate closely with each other to strengthen your concerted efforts. In the handling of criminal cases involving counterfeit money, the public security organs, the people's procuratorates, and the people's courts shall strengthen their coordination and exchange information in a timely manner to conduct a concerted campaign against the crimes and to improve the efficiency thereof. The public security organs shall take the initiative in strengthening the communication with the procuratorial organs, and request for the intervention of the latter in advance in major cases. The public security organs shall conduct supplementary investigation, if needed, according to the requirements of the procuratorial organs as soon as possible. The procuratorial organs shall timely intervene in the criminal cases involving counterfeit money that have been put on file by the public security organs for investigation, participate in the discussion of major cases, and give advice and suggestions in regard to the application of law and the collection and fixation of evidence. The people's courts shall strengthen forces in the trial of such cases and rapidly conclude the major criminal cases involving counterfeit money according to law.
．．．．．． | | 二、密切配合，强化合力。在办理假币犯罪案件中，各地公安机关、人民检察院、人民法院要加强协调配合，及时沟通情况，形成打击合力，提高工作成效。公安机关要主动加强与检察机关的沟通，重大案件请检察机关提前介入；需要补充侦查的，要根据检察机关的要求尽快补充侦查。检察机关对公安机关立案侦查的假币犯罪案件，要及时介入，参加对重大案件的讨论，对案件的法律适用和证据的收集、固定等提出意见和建议。人民法院对于重大假币犯罪案件，要加强审理力量，依法快审快结。
