Notice of the General Office of the State Council on Issuing the Action Plan on Implementation of the Plan for Deepening the Reform of Standardization Work (2015-2016) 贯彻实施《深化标准化工作改革方案》
This Action Plan is formulated for purposes of implementing the Notice of the General Office of the State Council on Issuing the Action Plan on Implementation of the Plan for Deepening the Reform of Standardization Work (No. 13 [2015], State Council, hereinafter referred to as the Plan for the Reform), promoting the reform of the standardization work in a coordinated and orderly manner, and ensuring that all tasks in the first phase (from 2015 to 2016) are carried into full effect. 行动计划(2015-2016年)
 为贯彻实施《国务院关于印发深化标准化工作改革方案的通知》(国发〔2015〕13号,以下简称《改革方案》),协同有序推进标准化工作改革,确保第一阶段(2015-2016年)各项任务落到实处,制定本行动计划。
I. Reviewing and assessing compulsory standards. A work plan for the integration and streamline of compulsory standards shall be researched and formulated. In accordance with the scope and principle of formulating compulsory standards, a comprehensive review and assessment of the existing compulsory national, industrial and local standards as well as formulation and revision plans shall be conducted, and those compulsory standards that are no longer active shall be repealed; those compulsory standards that are inappropriate to be compulsory shall be transformed into recommended standards; where compulsory standards are really required, work proposals for enabling such standards to remain in force or integrating and revising such standards shall be offered. In industrial fields, pilot programs for integrating and revising the standards shall be carried out as a priority, and compulsory national standards with wide coverage and strong applicability shall be formulated and issued. All departments and regions shall no longer issue new plans for compulsory national standards and local standards. The measures for the administration of compulsory national standards shall be formulated in accordance with the law, and the review and formulation of relevant regulations and rules involving compulsory standards shall be accelerated. (The General Administration of Quality Supervision, Inspection and Quarantine and the Standardization Administration of China shall be the lead authorities responsible in this respect, and all relevant departments and all people's governments at the provincial level shall be responsible in this respect according to their respective responsibilities.) 
In the fields otherwise provided by laws and regulations and those specified by the Plan for the Reform or temporarily administered under the existing mode, according to the existing administration functions and the spirit of the Plan for the Reform, the review and assessment of compulsory standards are carried out respectively. (All relevant departments and all people's governments at the provincial level shall be responsible in this respect according to their respective responsibilities.)   一、开展强制性标准清理评估。研究制定强制性标准整合精简工作方案。按照强制性标准制定范围和原则,对现行强制性国家、行业和地方标准及制修订计划开展全面清理、评估,不再适用的予以废止;不宜强制的转化为推荐性标准;确需强制的,提出继续有效或整合修订的工作建议。在工业领域先行开展整合修订试点,制定发布覆盖面广、通用性强的强制性国家标准。各部门、各地区不再下达新的强制性行业标准和地方标准计划。依法制定强制性国家标准管理办法,加快清理修订涉及强制性标准的相关规章制度。(质检总局、国家标准委牵头,各有关部门、各省级人民政府按职责分工负责)
 法律法规另有规定以及《改革方案》已明确按或暂按现有模式管理的领域,依据现有管理职责,按照《改革方案》精神,分别开展强制性标准的清理评估工作。(各有关部门、各省级人民政府按职责分工负责)
II. Reviewing and amending recommended standards. Centralized reviews shall be conducted for existing recommended national, industry and local standards, and those recommended standards that are no longer applicable shall be repealed; if there are contradictions between different levels, the standards shall be integrated and amended according to the review results; if there is a big gap between the standards and international standards, or the standards have lagged behind the industry and technological development, revisions shall be made in batches. (The Standardization Administration of China, all relevant departments and all people's governments at the provincial level shall be responsible in this respect according to their respective responsibilities.) 
   二、开展推荐性标准复审和修订。对现行推荐性国家、行业和地方标准开展集中复审,不再适用的予以废止;不同层级间存在矛盾交叉的,根据复审结果进行整合修订;与国际标准存在较大差距、已经滞后于产业和技术发展的,分批次开展修订工作。(国家标准委、各有关部门、各省级人民政府按职责分工负责)
III. Optimizing the formulation and revision procedures of recommended standards. The formulation and revision procedures of recommended standards shall be simplified, the time for formulation and revision shall be shortened, and the quality of standards and the efficiency of the revision shall be improved. The project initiation assessment of standards shall be strengthened, and the quality of standards and coordination shall be ensured from the source. The supervision over the drafting of standards, solicitation of opinions, technical reviews and other aspects shall be strengthened. The recordation management of industrial and local standards shall be improved; the project initiation of recommended standards at all levels as well as the exchange and sharing of information on approval and issuance shall be strengthened; and the coordination of recommended standards at all levels shall be improved. (The Standardization Administration of China, all relevant departments and all people's governments at the provincial level shall be responsible in this respect according to their respective responsibilities.) 
   三、优化推荐性标准制修订程序。简化推荐性标准制修订程序,缩短制修订周期,提高标准质量和制修订效率。加强标准立项评估,从源头上确保标准质量和协调性。加强对标准起草、征求意见、技术审查等环节的监督。改进行业和地方标准备案管理,加强各级推荐性标准立项、批准发布信息交换和共享,提高各级推荐性标准的协调性。(国家标准委牵头,各有关部门、各省级人民政府按职责分工负责)
IV. Conducting a pilot program of group standards. The measures for promoting the formulation and administration of standards by academic groups of science and technology shall be researched and formulated. A pilot program of learning to undertake the functions transferred by the governments in an orderly manner shall be conducted, and, in the fields with high-degree marketization, active technological innovation, relatively more product standards, qualified societies, associations, chambers of commerce and federations, etc., are encouraged to conduct the pilot program of group standards. Based on summarizing the experiences of the pilot program, the formulation of the guiding opinions on the development of group standards and the code of good conduct for standardization shall be accelerated, and the formulation procedures and evaluation criteria for group standards shall be further specified. (The Standardization Administration of China, the Ministry of Civil Affairs, and the China Association for Science and Technology shall be responsible in this respect according to their respective responsibilities.) 
   四、开展团体标准试点。研究制定推进科技类学术团体开展标准制定和管理的实施办法。做好学会有序承接政府转移职能的试点工作,在市场化程度高、技术创新活跃、产品类标准较多的领域,鼓励有条件的学会、协会、商会、联合会等先行先试,开展团体标准试点。在总结试点经验基础上,加快制定团体标准发展指导意见和标准化良好行为规范,进一步明确团体标准制定程序和评价准则。(国家标准委、民政部、中国科协牵头负责)
