For the purposes of implementing the spirit of the Opinions of the State Council on Strengthening the Building of the Quality Certification System and Promoting Comprehensive Quality Management (No. 3 [2018], State Council) and the requirements of the Opinions of the Certification and Accreditation Administration and the People's Bank of China on the Implementation of Certification for Payment Technology Products (No. 91 [2017], CNCA) and the Notice by the People's Bank of China and the Certification and Accreditation Administration of Strengthening the Implementation of Standards and Security Management for Payment Technology Products (No. 208 [2017], PBC), and meeting the development and regulatory needs of the financial industry, the State Administration for Market Regulation and the People's Bank of China have decided to change the certification of payment technology products to the certification of fintech products, and have developed the Certification Catalog of Fintech Products (First Group) and the Certification Rules for Fintech Products, which are hereby announced.
