| For the purposes of implementing the requirements of the State Council for furthering the reform of “simplification of administrative procedures, decentralization of powers, combination of decentralization and regulation, and optimization of services” and accelerating the promotion of “one-stop government services,” the Ministry of Housing and Urban-Rural Development has decided: | | 为贯彻落实国务院深化“放管服”改革，加快推进政务服务“一网通办”的要求，住房城乡建设部决定： |
I. Article 14 of the Provisions on the Administration of Qualifications of Enterprises in the Construction Industry (Order No. 22, MOHURD, amended in accordance with Order No. 32 of the MOHURD) is amended to read: “An enterprise that applies for the qualification of an enterprise in the construction industry shall file an application and submit electronic materials on funds, professional technicians, technical equipment and completed performance, among others, through the website or approval platform of the qualification licensing authority.”
