| Implementation Opinions on the City Advancing the Coordinated Development of E-commerce and Express Delivery Logistics | | 关于本市推进电子商务与快递物流协同发展的实施意见 |
| For the purposes of implementing the Opinions of the General Office of the State Council on Advancing the Coordinated Development of E-Commerce and Express Delivery Logistics (No. 1 [2018], General Office of the State Council), implementing the "Internet plus circulation" action plan in depth, and further improving the coordinated development of e-commerce and express delivery logistics in Shanghai, the following implementation opinions on the city advancing the coordinated development of e-commerce and express delivery logistics are hereby offered: | | 为贯彻《国务院办公厅关于推进电子商务与快递物流协同发展的意见》（国办发〔2018〕1号），深入实施“互联网＋流通”行动计划，进一步提高上海电子商务与快递物流协同发展水平，现提出本市推进电子商务与快递物流协同发展的实施意见如下： |
| I. Promoting the reasonable layout of e-commerce express delivery infrastructure and further enhancing intensiveness | | 一、推动电商快递基础设施合理化布局，进一步提升集约水平 |
| 1. Strengthening the coordinated guidance of plans. The Plan for the Development of Shanghai's Post Industry in the 13th Five-Year Plan Period and the Plan of Shanghai for E-commerce Development in the 13th Five-Year Plan Period shall be implemented, an express delivery system adapting to e-commerce development shall be established, the logistics support for e-commerce shall be enhanced, the integration of e-commerce express delivery in the Yangtze River Delta shall be achieved, and a highland for the internationalized development strategy shall be built. Enterprises shall be encouraged to cooperate in infrastructure, arterial and feeder transport, networks and outlets, package pickup, end delivery and other aspects in the Yangtze River Delta, so as to build up a system of express delivery service networks of regional cooperation and urban-rural integration. The third-phase expansion project of the Pudong International Airport shall be used as an opportunity to speed up the construction of the Shanghai Express Mail International Hub Center, to support postal express enterprises in moving into it, and to build an international air express hub that connects Asia-Pacific regions and has a ripple effect across the world. (Responsible entities: the Municipal Planning and Natural Resource Administration, the Municipal Postal Administration, the Municipal Development and Reform Commission, and the Municipal Commission of Commerce) | | （一）加强规划协同引领。落实《上海邮政业发展“十三五”规划》《上海市电子商务发展“十三五”规划》，构建适应电子商务发展的快递物流服务体系，强化电子商务物流支撑，打造电商快递长三角一体化，构建国际化发展战略高地。鼓励企业在长三角区域开展基础设施、干支线运输、网络网点、快件揽收和末端派送等各方面合作，形成区域协同、城乡一体的快递服务网络体系。以浦东国际机场三期扩建工程为契机，加快上海邮政快递国际枢纽中心建设，支持邮政快递企业入驻，打造联通亚太、辐射全球的国际航空快递枢纽。（责任单位：市规划资源局、市邮政管理局、市发展改革委、市商务委） |
| 2. Guaranteeing land for infrastructure construction use. The Shanghai Earmarked Plan for Express Delivery Facilities (2017-2035) shall be implemented, land use for warehousing, distribution, delivery and other facilities relating to express delivery logistics shall comply with the master plan for land use and be included in the urban and rural plan. The construction of intensive intelligent warehouses, modern unmanned warehouses, and the like shall be supported. The development of a land guarantee mechanism for e-commerce and express delivery logistics shall be researched, the stock of properties and land resources shall be used to build e-commerce and express delivery logistics projects, and policy support shall be given in the institution of land use procedures and other aspects. Under the premise of not changing the land users, complying with urban and rural plans and construction standards, not affecting the neighboring relation, and strictly adhering to the bottom line for safety, if the stock of properties and land resources are used to build e-commerce and express delivery logistics projects, the original use of the land and the kind of rights may remain unchanged within five years. If the relevant land use procedures are required to be initiated at the expiration of the period of five years, the initiation may be made by agreement. (Responsible entities: the Municipal Planning and Natural Resource Administration, the Municipal Development and Reform Commission, the Municipal Commission of Commerce, the Municipal Postal Administration, and all district governments) | | （二）保障基础设施建设用地。落实《上海市快递设施专项规划（2017-2035年）》，快递物流相关仓储、分拨、配送等设施用地须符合土地利用总体规划并纳入城乡规划。支持建设集约化智能仓储、现代化无人仓库等。研究制定电子商务快递物流土地保障机制，利用存量房产和土地资源建设电子商务、快递物流项目，在办理用地手续等方面给予政策支持。在不改变用地主体、符合城乡规划和建设规范、不影响相邻关系及严守安全底线的前提下，利用存量房产和土地资源建设电子商务、快递物流项目的，可在5年内保持土地原用途和权利类型不变，5年期满后需办理相关用地手续的，可采取协议方式办理。（责任单位：市规划资源局、市发展改革委、市商务委、市邮政管理局、各区政府） |
3. Innovating support policies for end facilities. The mode of administration of public service facilities shall be innovated, the public nature of intelligent express package boxes and end consolidated service venues for express delivery shall be specified, and guarantee for land use and other supporting policies shall be provided for end express delivery outlets. Intelligent express package boxes, e-commerce express delivery end outlets, and the like shall be included in the construction plans relating to public service facilities in the city's new residential communities and urban renewal; and in light of the implementation of the three-year action plan that the residential communities in Shanghai construct "beautiful home," intelligent express package boxes shall be built in residential communities with good conditions. In view of the construction of a 15-minute community life circle, e-commerce express delivery service venues shall be set up in the city's community service centers with good conditions. The inclusion of e-commerce express delivery service functions in community commercial facilities shall be encouraged. Price regulatory modes shall be innovated, the city's e-commerce platforms shall be directed to gradually achieve the separation of commodity pricing from express delivery service pricing, and express enterprises shall be promoted in developing value-added services directed at consumers. ．．．．．． | | （三）创新末端设施支持政策。创新公共服务设施管理方式，明确智能快件箱、快递末端综合服务场所的公共属性，为快递末端网点提供用地保障等配套政策。将智能快件箱、电商快递末端网点等纳入本市新建小区和旧城改造公共服务设施相关设置规划；结合实施上海住宅小区建设“美丽家园”三年行动计划，在有条件的住宅小区设置智能快件箱。结合15分钟社区生活圈建设，在全市有条件的社区服务中心内设置电商快递服务场所。鼓励在社区商业设施中纳入电商快递服务功能。创新价格监管方式，引导本市电子商务平台逐步实现商品定价与快递服务定价相分离，促进快递企业发展面向消费者的增值服务。（责任单位：市住房城乡建设管理委、市商务委、市邮政管理局）
