| Chapter I General Provisions | | 第一章 总则 |
| Article 1 These are formulated to implement the major decision of the Party Central Committee and the State Council on implementing the Western China Development Strategy, boost the building of a socialist harmonious society, effectively strengthen the governance capabilities of grassroots political power in western China, regulate the administration of the funds for the grassroots political power building in western China, and improve the funds use efficiency. | | 第一条 为贯彻落实党中央、国务院关于实施西部大开发战略的重大决策，进一步推进社会主义和谐社会的建设，切实加强西部地区基层政权执政能力，规范西部地区基层政权建设资金管理，提高资金使用效益，制定本办法。 |
