| For the purposes of thoroughly implementing the decisions and arrangements made by the CPC Central Committee and the State Council on guarding against and defusing financial risks, investigating the actual conditions of illegal fundraising risks and curbing frequent occurrence of such cases, according to the annual work arrangement of the Inter-ministerial Joint Meeting for Handling Illegal Fundraising and the CBIRC, it is decided that an identification and rectification campaign against illegal fundraising risks in banking and insurance institutions will be launched during the period from April 1 to June 30, 2019, and you are hereby notified of the relevant issues as follows: | | 为全面深入贯彻落实党中央、国务院关于防范化解金融风险的决策部署，摸清非法集资风险底数，遏制案件高发势头，按照处置非法集资部际联席会议和银保监会年度工作安排，定于2019年4月1日至6月30日组织开展银行保险机构非法集资风险排查整治活动。现将有关事项通知如下： |
| I. Exercising better leadership | | 一、加强组织领导 |
| In recent years, the number of illegal fundraising cases has continued to rise nationwide, and the amount of money and people involved are so huge that this seriously affects economic and financial order and social stability. Some banking and insurance institutions and practitioners have been involved, which has outraged public opinion and exposed hidden risks. This campaign is a comprehensive physical examination targeted at hidden risks of illegal fundraising in the banking and insurance sectors. All entities shall give top priority to this issue, proceed from a high level of resolute efforts to prevent and defuse major risks, specify responsibilities at each level and conscientiously organize the implementation of the relevant work; moreover, they shall make efforts in comprehensive investigation, regulation and rectification, front-line monitoring, and mechanism improvement to carry forward these activities and achieve substantive results. The banking and insurance institutions shall be responsible for organizing the self-inspection of their respective sectors. The regulatory authorities at all levels shall organize and promote the full implementation of the risk identification and rectification requirements by the institutions within their jurisdictions, and conduct supervision and inspection in due course. | | 近年来，全国非法集资案件持续高发，涉案金额巨大、人数众多，严重影响经济金融秩序和社会稳定。一些银行保险机构及从业人员涉足其中，舆论反映强烈，风险隐患突出。此次活动是针对银行保险领域非法集资风险隐患开展的一次全面体检。各单位要高度重视，从坚决打好防范化解重大风险攻坚战的高度出发，层层落实责任，认真组织开展相关工作，从全面摸排、规范整改、前哨监测、健全机制等方面下功夫，推进活动取得实效。银行保险业机构负责组织实施本系统自查工作；各级监管部门组织推动辖内机构全面落实排查整治要求，并适时督促检查。 |
