The departments of housing and urban-rural development (construction commissions), departments (bureaus) of finance, and departments (bureaus) of public security of all provinces, autonomous regions, and municipalities directly under the Central Government; the Bureau of Construction, Bureau of Finance, and Department of Public Security of Xinjiang Production and Construction Corps; the Shanghai Head Office, all branches, operations offices, and central sub-branches in capital cities of provinces (autonomous regions) and sub-provincial cities of the People's Bank of China ("PBC"); the housing provident fund management committees and housing provident fund management centers of municipalities directly under the Central Government and Xinjiang Production and Construction Corps: 各省、自治区、直辖市住房城乡建设厅(建委)、财政厅(局)、公安厅(局),新疆生产建设兵团建设局、财务局、公安局,中国人民银行上海总部、各分行、营业管理部、省会(首府)城市中心支行、副省级城市中心支行,直辖市、新疆生产建设兵团住房公积金管理委员会、住房公积金管理中心:
Since the 18th CPC National Congress, the housing provident fund system across the country has thoroughly implemented the decisions and arrangements of the CPC Central Committee and the State Council and the work requirements of regulatory authorities and has made remarkable achievements in preventing financial risks, improving use efficiency, bettering service quality, and other aspects. However, some institutions and individuals illegally withdraw housing provident funds by forging supporting documents, fabricating housing consumption, and other means, and some even establish a "black industry chain" for fraudulently withdrawing and obtaining housing provident funds, disrupting the administrative order of housing provident funds and weakening the mutual aid and safeguard of the housing provident fund system. In order to ensure the sound operation of the housing provident fund system and protect the rights and interests of contributor employees in accordance with the law, it is decided to resolve the irregular withdrawal of housing provident funds, and you are hereby notified of the relevant matters as follows: 党的十八大以来,全国住房公积金系统深入贯彻落实党中央、国务院决策部署和监管部门工作要求,在防范资金风险、提高使用效率、改进服务质量等方面取得显著成效。但一些机构和个人通过伪造证明材料、虚构住房消费行为等手段违规提取住房公积金,有的甚至形成骗提套取住房公积金“黑色产业链”,扰乱了住房公积金管理秩序,削弱了住房公积金制度的互助性和保障性。为保证住房公积金制度稳健运行,依法维护缴存职工权益,决定开展治理违规提取住房公积金工作,现就有关事项通知如下:
I. Regulating and improving the withdrawal policy   一、规范改进提取政策
All regions shall, according to the orientation of "houses are for living in, not for speculating with" and the spirit of establishing a housing system combining renting and purchasing, regulate and improve the housing provident fund withdrawal policy. Priority shall be given to the withdrawal of housing provident funds for rental payment, and the limit of withdrawal shall be reasonably determined according to the local rental level and adjusted in time. The focus shall be on supporting the withdrawal of housing provident funds to purchase the first ordinary home or the second home as improvement in the place of contributions to housing provident funds or household registration, so as to prevent the withdrawal of housing provident funds for housing speculation. Where a contributor employee rescinds or terminates the labor relationship with his/her employer, he/she shall first have his/her individual account sealed. Where, during the sealing period, a housing provident fund account is opened out of area, and stable contributions are credited to the account over a period of more than half a year, the out-of-area transfer and continuity procedure shall be followed. Where no contributions are continued out of area, withdrawal may be made half a year after the sealing. All regions shall complete the normolization and adjustment of local policies by the end of June 2018 in accordance with the above requirements. 各地要按照“房子是用来住的,不是用来炒的”定位及建立租购并举住房制度的精神,规范改进住房公积金提取政策。优先支持提取住房公积金支付房租,提取额度要根据当地租金水平合理确定并及时调整。重点支持提取住房公积金在缴存地或户籍地购买首套普通住房和第二套改善型住房,防止提取住房公积金用于炒房投机。缴存职工与单位解除或终止劳动关系的,先办理个人账户封存。账户封存期间,在异地开立住房公积金账户并稳定缴存半年以上的,办理异地转移接续手续。未在异地继续缴存的,封存满半年后可提取。各地要按照上述要求,于2018年6月底前完成当地政策的规范调整工作。
II. Optimizing the withdrawal review process   二、优化提取审核流程
Where a contributor employee applies for withdrawing housing provident funds on account of renting or purchasing a self-occupied home, repaying the principal and interest of the self-occupied housing loans, and retirement, among others, the review process shall be further simplified, online consultation on the housing provident fund withdrawal business shall be actively made available, and online review and business transaction shall be vigorously promoted, so as to shorten the period of review. Where a contributor employee submits full application materials for withdrawal, withdrawal shall be granted immediately after no mistakes are found in the review. Where further audit of the application materials is required, the process shall be completed within three working days from the date of accepting the application for withdrawal. Where the same person purchases a home by repeatedly modifying the marriage relationship, more than one person frequently buys and sells the same home, a home is purchased out of area, especially in a place other than the place of household registration or contribution, or a home is purchased together with a person other than the spouse or a non-immediate family member, among others, and thus an application for withdrawal of housing provident funds is filed, the authenticity of housing consumption and supporting documents shall be strictly reviewed.

 对缴存职工在缴存地租赁或购买自住住房、偿还自住住房贷款本息、离休退休等申请提取住房公积金的,要进一步简化审核流程,积极开展提取住房公积金业务网上咨询,大力推行网上审核和业务办理,缩短审核时限。缴存职工提取申请材料齐全的,审核无误后应即时办理。需对申请材料进一步核查的,应在受理提取申请之日起3个工作日内办结。对同一人多次变更婚姻关系购房、多人频繁买卖同一套住房、异地购房尤其是非户籍地非缴存地购房、非配偶或非直系亲属共同购房等申请提取住房公积金的,要严格审核住房消费行为和证明材料的真实性。
