| Announcement on Issues Concerning the Comprehensive Promotion of the Measures for the Supervision of the Return of Cross-border E-commerce Exports | | 关于全面推广跨境电子商务出口商品退货监管措施有关事宜的公告 |
| For the purposes of further optimizing the business environment and promoting trade facilitation, helping enterprises vigorously respond to the impact of the COVID-19 epidemic, enabling the export and return of goods in cross-border e-commerce, and promoting the sound and rapid development of cross-border e-commerce export, the General Administration of Customs has decided to comprehensively promote the measures for the supervision of the return of cross-border e-commerce exports. The relevant matters are hereby announced as follows: | | 为进一步优化营商环境、促进贸易便利化，帮助企业积极应对新冠肺炎疫情影响，使跨境电子商务商品出得去、退得回，推动跨境电子商务出口业务健康快速发展，海关总署决定全面推广跨境电子商务出口商品退货监管措施。现将有关事宜公告如下： |
I. Cross-border e-commerce export enterprises, and relevant cross-border e-commerce enterprises within special areas [including areas under special customs supervision and bonded logistics centers (Type B)] or the customs declaration enterprises entrusted thereby (hereinafter referred to as “enterprises returning goods”) may apply to the Customs for conducting the business related to the return of cross-border e-commerce retail exports, exports from special areas for cross-border e-commerce, or the goods from overseas warehouses of cross-border e-commerce export.
