| Announcement on Further Regulating the Quarantine Supervision of Pets Brought into China | | 关于进一步规范携带宠物入境检疫监管工作的公告 |
| For the purposes of further adapting to the new situation of port law enforcement, the quarantine supervision of pet dogs and cats brought into China shall be conducted in a safe, scientific and standardized way. The relevant issues are hereby announced as follows: | | 为进一步适应口岸执法新形势，安全、科学、规范做好携带入境宠物（犬、猫）的检疫监管工作。现将有关事项公告如下： |
| I. Live animals brought into China shall only be limited to dogs or cats (hereinafter referred to as “pets”), and one person is allowed to bring one pet on each entry. Persons bringing pets into China shall provide the inspection and quarantine agnecy with a valid quarantine certificate and a vaccination certificate issued by the official animal quarantine authorities in the exiting countries or regions. Pets shall have electronic chips. | | 一、携带入境的活动物仅限犬或者猫（以下称“宠物”），并且每人每次限带1只。携带宠物入境的，携带人应当向海关提供输出国家或者地区官方动物检疫机构出具的有效检疫证书和狂犬病疫苗接种证书。宠物应当具有电子芯片。 |
| II. Pets brought into China shall be quarantined for 30 days in an isolated area designated by the Customs (the withholding period is included). Pets that need to be quarantined shall enter China from a port with quarantine facilities. The Customs shall supervise and inspect the pets in quarantine. The Customs shall carry out classified management of the pets brought into China by designated countries or regions and non-designated countries or regions, and the pets that are characterized with the following circumstances shall be exempt from quarantine: | | 二、携带入境的宠物应在海关指定的隔离场隔离检疫30天（截留期限计入在内）。需隔离检疫的宠物应当从建设有隔离检疫设施的口岸入境。海关对隔离检疫的宠物实行监督检查。海关按照指定国家或地区和非指定国家或地区对携带入境的宠物实施分类管理，具有以下情形的宠物免于隔离检疫： |
| (1) Pets coming from designated countries or regions have valid electronic chips, and have passed on-site quarantine; | | （一）来自指定国家或者地区携带入境的宠物，具有有效电子芯片，经现场检疫合格的； |
| (2) Pets coming from non-designated countries or regions have effective electronic chips and rabies antibody test reports issued by the recognized laboratories (the rabies antibody titer must be greater than 0.5 IU/ml), and pass the on-site quarantine; | | （二）来自非指定国家或者地区的宠物，具有有效电子芯片，提供采信实验室出具的狂犬病抗体检测报告（抗体滴度或免疫抗体量须在0.5IU/ml以上）并经现场检疫合格的； |
| (3) The pets that are brought in are guide dogs, hearing dogs, or search and rescue dogs and have valid electronic chips, and the person bringing in the pets provide relevant user certificates and professional training certificates and pass the on-site quarantine. | | （三）携带宠物属于导盲犬、导听犬、搜救犬的，具有有效电子芯片，携带人提供相应使用者证明和专业训练证明并经现场检疫合格的。 |
| The list of designated countries or regions, the list of laboratories that accept rabies antibody test results and the list of ports with quarantine facilities shall be published by the General Administration of Customs. | | 指定国家或地区名单、采信狂犬病抗体检测结果的实验室名单、建设有隔离检疫设施的口岸名单以海关总署公布为准。 |
| III. Under any of the following circumstances, the Customs shall, in accordance with the relevant provisions, return or destroy the pets within a specified period: | | 三、携带宠物入境有下列情况之一的，海关按照有关规定予以限期退回或者销毁处理： |
| (1) The number of pets imported into China exceeds the quota; | | （一）携带宠物超过限额的； |
| (2) Any person bringing in the pets fails to provide the Customs with a valid quarantine certificate or a rabies vaccination certificate issued by the official animal quarantine institution in the exiting country or region; | | （二）携带人不能向海关提供输出国家或者地区官方动物检疫机构出具的有效检疫证书或狂犬病疫苗接种证书的； |
| (3) Pets brought into China that need to be quarantined shall enter the country from a port with quarantine facilities; and | | （三）携带需隔离检疫的宠物，从不具有隔离检疫设施条件的口岸入境的； |
| (4) Pets fail to pass the quarantine inspection. | | （四）宠物经隔离检疫不合格的。 |
| Guide dogs, hearing dogs and search and rescue dogs that have no vaccination certificates may, upon application by the persons bringing in the pets, be vaccinated against rabies in qualified institutions. | | 对仅不能提供疫苗接种证书的导盲犬、导听犬、搜救犬，经携带人申请，可以在有资质的机构对其接种狂犬病疫苗。 |
| If pets are returned within a specified period, the person who bring them in shall, within the prescribed limit period, take them back and bring them out of China; if the person who bring them in fails to do so within the above limit period, such pets shall be treated as voluntary abandonment. | | 作限期退回处理的宠物，携带人应当在规定的期限内持海关签发的截留凭证，领取并携带宠物出境；逾期不领取的，作自动放弃处理。 |
| IV. For the specific quarantine requirements for the pets entering China, please refer to the Annex the Quarantine Requirements for Pets Brought into the Country of the People's Republic of China | | 四、关于携带宠物入境的具体检疫要求详见附件《中华人民共和国携带入境宠物检疫要求》。 |
| This Announcement shall come into force on May 1, 2019. | | 本公告内容自2019年5月1日起施行。 |

| Quarantine Requirements for Pets Entering the People's Republic of China | | 中华人民共和国携带入境宠物检疫要求 |
| I. General Requirements | | 一、总体要求 |
| (1) Pet cats and dogs that are entering China will be subject to customs quarantine and supervision in accordance with the relevant provisions of the Customs Law of the People's Republic of China and the Law of the People's Republic of China on the Entry and Exit of Animals and Plants and their Quarantine, as well as the implementation regulations contained therein. | | （一）携带入境的宠物（犬、猫）必须依据《中华人民共和国海关法》《中华人民共和国进出境动植物检疫法》及其实施条例的相关规定，接受海关检疫监管。 |
| (2) Customs in China implements classified management of entry for pets from designated and non-designated countries or regions. | | （二）中国海关对携带入境的宠物按照指定国家或地区、非指定国家或地区实施分类管理。 |
| (3) Only one pet is allowed for each carrier per entry. | | （三）1名携带人每次入境仅限携带1只宠物。 |
(4) Pets entering China will be subject to on-site quarantine at the port of entry. Customs must release, return within a specified period, or dispose of the pets in compliance with the results of on-site quarantine and isolation quarantine.
