| For the purposes of implementing the Interim Measures for the Administration of Recycling Traction Batteries of New Energy Vehicles, exploring technology and economy-efficient, resources and environment-friendly, and diversified modes of recycling waste traction batteries, and promoting the establishment of a recycling system, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Environmental Protection, the Ministry of Transport, the Ministry of Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, and the National Energy Administration will organize and launch a pilot program of recycling traction batteries of new energy vehicles. | | 为贯彻落实《新能源汽车动力蓄电池回收利用管理暂行办法》，探索技术经济性强、资源环境友好的多元化废旧动力蓄电池回收利用模式，推动回收利用体系建设，工业和信息化部、科技部、环境保护部、交通运输部、商务部、质检总局、能源局将组织开展新能源汽车动力蓄电池回收利用试点工作。 |
| The Implementation Plan for the Pilot Program of Recycling Traction Batteries of New Energy Vehicles is hereby issued. The industry and information technology authorities of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps shall, together with the science and technology, environmental protection, transport, commerce, quality inspection, and energy authorities, according to the requirements of the Implementation Plan, organize and prepare the implementation plans for the pilot program in their respective regions and submit the application materials to (the Energy Conservation and Consolidated Utilization Department of) the Ministry of Industry and Information Technology prior to March 30, 2018. The relevant central enterprises shall, based on their characteristics and objectives, prepare implementation plans for demonstrating projects together with the relevant authorities of related local governments and report to (the Energy Conservation and Consolidated Utilization Department of) the Ministry of Industry and Information Technology. | | 现将《新能源汽车动力蓄电池回收利用试点实施方案》予以印发。请各省、自治区、直辖市及计划单列市、新疆生产建设兵团工业和信息化主管部门商同级科技、环保、交通、商务、质检、能源主管部门，按照实施方案要求，组织编制本地区试点实施方案，并于2018年3月30日前将申报材料报工业和信息化部（节能与综合利用司）。请有关中央企业结合本企业特点和目标，商相关地方政府有关部门编制示范工程实施方案，报工业和信息化部（节能与综合利用司）。 |

| For the purposes of implementing the Interim Measures for the Administration of Recycling Traction Batteries of New Energy Vehicles, exploring technology and economy-efficient, resources and environment-friendly, and diversified modes of recycling waste traction batteries, and promoting the establishment of a recycling system, this Plan is hereby made. | | 为贯彻落实《新能源汽车动力蓄电池回收利用管理暂行办法》，探索技术经济性强、资源环境友好的多元化废旧动力蓄电池回收利用模式，推动回收利用体系建设，制定本方案。 |
| I. General requirements | | 一、总体要求 |
| The spirit of the 19th CPC National Congress shall be the guidance, the requirements for building ecological civilization shall be comprehensively implemented, the new development concept shall be put into practice, and regions with a large number of new energy vehicles and a good foundation for recycling traction batteries, producing a strong regional catalyzing effect, and possessing motivation shall be selected to launch the pilot program of recycling traction batteries. Oriented to the market, the primary role of vehicle manufacturing and battery manufacturing and consolidated utilization enterprises shall be maximized, a market-oriented commercial operating mode of recycling traction batteries shall be explored, the relevant standards shall be improved, the development bottleneck of the industries of cascade utilization and efficient recycling of traction batteries shall be removed, and demonstrating projects shall be built, so as to provide practice support for the development of scientific and sound rules for recycling traction batteries. | | 以党的十九大精神为指导，全面贯彻落实生态文明建设要求，践行新发展理念，选择新能源汽车保有量大、动力蓄电池回收利用基础好、区域带动性强、有积极性的地区开展动力蓄电池回收利用试点。以市场为主导，充分发挥汽车生产、电池生产和综合利用企业主体作用，探索动力蓄电池回收利用市场化商业运作模式，完善相关标准，突破动力蓄电池梯次利用、高效再生利用产业发展瓶颈，建设示范工程，为建立科学完善的动力蓄电池回收利用制度提供实践支撑。 |
