The commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate planning, and Xinjiang Production and Construction Corps: 各省、自治区、直辖市、计划单列市及新疆建设兵团商务主管部门:
For the purposes of implementing the spirit of the Central Economic Work Conference and the arrangements of the Government Work Report, adapting to the consumption upgrading trends, establishing sound convenient business facilities, improving consumption convenience and life quality of residents, adhering to a people-centered approach, and satisfying the people's growing needs for good life, the Ministry of Commerce has decided to promote the construction of brand chain convenience stores across the country. You are hereby notified of the relevant matters as follows: 为贯彻落实中央经济工作会议精神和《政府工作报告》部署,适应消费升级趋势,健全便民商业设施,提高消费便利性和居民生活品质,坚持以人民为中心,满足人民日益增长的美好生活需要,商务部决定在全国推进品牌连锁便利店建设工作。现就有关事项通知如下:
I. Attaching great importance to the development of brand chain convenience stores   一、高度重视品牌连锁便利店发展工作
Convenience stores are a retail format closest to common people's life and an important vehicle to satisfy people's demands for consumption convenience and serve the people's livelihood. In recent years, brand chain convenience stores have fast developed in China and the growth has ranked the top in retail formats for consecutive years. However, there are still such problems as insufficient total volume of brand chain convenience stores, unreasonable layout, defective service functions, and poor operation capabilities. Promoting the brand-based and chain development of convenience stores is conducive to improving consumption convenience, enhancing consumption quality, and stimulating consumption potentials. It is an important livelihood project. All regions shall raise awareness, include the development of brand chain convenience stores in their schedules as an important task, take it as an important means to implement the consumption upgrading action plan and promoting the transformation and upgrading of physical retailers, and conduct persistent promotion in a planned way and by steps. 便利店是最贴近老百姓生活的零售业态,是满足人们便利消费需求、服务民生的重要载体。近年来,我国品牌连锁便利店加快发展,增速连续多年位居零售业态前列,但仍存在品牌连锁门店总量不足、布局不合理、服务功能不完善、经营能力不强等问题。推动便利店品牌化连锁化发展,有利于提高消费便利性、提升消费品质、激发消费潜力,是一项重要的民生工程。各地要提高认识,把发展品牌连锁便利店纳入重要工作日程,作为落实消费升级行动计划、推动实体零售转型升级的重要抓手,有计划有步骤持续推动。
II. Determining the key cities with promotion priority in light of the actual circumstances   二、结合实际确定重点推进城市
The development of brand chain convenience stores shall be promoted on the basis of cities. Under the work steps of “comprehensive deployment, priority promotion, and gradual expansion,” the work of development of brand chain convenience stores in the municipalities directly under the Central Government, cities under separate planning, and provincial capitals shall be initiated in 2019. All regions shall promote the work on the basis of priority promotion in the aforesaid cities in light of the actual local economic development. Where conditions permit, the regions may select some other cities for promoting the development of brand chain convenience stores. 品牌连锁便利店发展工作以城市为单位推进。按照“全面部署、重点推进、逐级延伸”的工作步骤,直辖市、计划单列市和省会城市的品牌连锁便利店发展工作要在2019年先行启动,各地要在重点推进这部分城市的基础上,结合当地经济发展实际,有条件的地方可再选择一些其他城市推进。
III. Wasting no time in preparing a work plan for the development of brand chain convenience stores   三、抓紧制定品牌连锁便利店发展工作方案
All local commerce departments shall guide the relevant cities in promoting the brand-based, chain, and intelligent development, waste no time in studying and preparing a work plan, and specify the work objectives, work priorities, and safeguard the measures in light of the existing work basis and according to the spirit of the work conference on the development of brand chain convenience stores across the county and the requirements of the Key Points in the Preparation of a Work Plan for the Development of Brand Chain Convenience Stores (see the Annex). The advisory bodies, think-tank experts, industry associations, and enterprise representatives shall be organized to participate in the preparation and demonstration of the plan so as to improve the pertinency and operability of the plan. The municipalities directly under the Central Government, cities under separate planning, and provincial capitals shall submit a work plan to the Ministry of Commerce prior to the end of July and other cities shall submit the work plan prior to the end of September. 各地商务主管部门要指导有关城市结合现有工作基础,按照全国品牌连锁便利店发展工作会议精神以及《品牌连锁便利店发展工作方案编制要点》(见附件)要求,推动品牌化、连锁化、智能化,抓紧研究制定工作方案,明确工作目标、工作重点和保障措施。要组织咨询机构、智库专家、行业协会、企业代表等参与方案制定和论证,提高方案针对性和可操作性。直辖市、计划单列市和省会城市要在7月底之前将工作方案报商务部,其他城市于9月底之前报送。
IV. Improving the policy system supporting the development of brand chain convenience stores   四、完善支持品牌连锁便利店发展的政策体系
With respect to prominent problems that affect the development of brand chain convenience stores, all regions shall use the practices of Beijing, Xi'an and Fuzhou as a reference, give priority to deepening the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services” and optimizing the business environment, promote the release of policies supporting the development of brand chain convenience stores, give support to convenience stores in aspects of store site selection, registration, business permit, technology application, and supply chain construction, and create a favorable business environment for the development of convenience stores. All regions shall effectively implement the released policies. 各地要针对影响品牌连锁便利店发展的突出问题,借鉴北京、西安、福州等城市做法,以深化“放管服”改革、优化营商环境为重点,推动出台支持品牌连锁便利店发展的政策,从店铺选址、注册登记、经营许可、技术应用、供应链建设等方面予以支持,为便利店发展营造良好营商环境。要抓好已出台政策的落实工作。
