The commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps: 各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门:
At present, China is experiencing the outbreak of coronavirus disease (COVID-19), which has brought difficulties to the normal production and operation of foreign trade enterprises in China. For the purposes of resolutely implementing the decisions and arrangements of the CPC Central Committee and the State Council, actively and effectively responding to the outbreak, and helping enterprises safeguard their legitimate rights and interests and reduce economic losses, the Ministry of Commerce has instructed six chambers of commerce including China Chamber of Commerce for Import and Export of Textile and Apparel (CCCT), China Chamber of Commerce for Import and Export of Light Industrial Products and Arts-Crafts (CCCLA), China Chamber of Commerce of Metals Minerals & Chemicals Importers & Exporters (CCCMC), China Chamber of Commerce of Import and Export of Foodstuffs, Native Produce and Animal By-Products (CFNA), China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME), and China Chamber of Commerce for Import and Export of Medicines & Health Products (CCCMHPIE) to spare no effort to provide relevant services such as issuance of force majeure certificates, provision of legal advice, exhibition coordination, and supply and demand matching. You are hereby notified of the relevant matters as follows: 当前,我国发生新型冠状病毒感染肺炎疫情,我外贸企业正常生产经营面临困难。为坚决贯彻落实党中央、国务院决策部署,积极做好疫情应对工作,帮助企业维护合法权益、减少经济损失,商务部指导纺织、轻工、五矿、食土、机电、医保等六家商会,全力做好出具不可抗力证明、法律咨询、参展协调、供需对接等相关服务。现将有关事项通知如下:
I. All chambers of commerce shall provide assistance for enterprises in need in issuing them free of charge with force majeure certificates for failure to deliver on time due to the epidemic.   一、各商会将协助有需求的企业,无偿出具因疫情导致未能按时履约交货的不可抗力事实性证明;
II. All chambers of commerce shall provide enterprises with necessary legal and information services as to the trade restrictions caused by the epidemic.   二、各商会将针对因疫情引发的相关贸易限制措施,为企业提供必要的法律和信息服务;
III. All chambers of commerce shall coordinate domestic and foreign exhibition organizations to help enterprises unable to go abroad to attend the exhibitions due to the epidemic properly deal with the paid fees and other related issues.   三、各商会将协调国内外组展机构,帮助因疫情无法出国参展的企业妥善处理已付费用等相关问题;
