| The construction of pilot free trade zones (hereinafter referred to as the “Pilot FTZs”) is a strategic measure of the CPC Central Committee and the State Council to advance reform and opening up in the new era, and is charged with the mission of exploring new ways and accumulating new experience for comprehensively deepening reform and opening up. In accordance with the decisions and arrangements of the CPC Central Committee and the State Council, local governments of the places where the Pilot FTZs are located and the relevant departments have made all-out efforts to promote good practices of institutional innovation, and have gained and summarized the experience from the sixth round of pilot reforms according to respective functional features and characteristics of the Pilot FTZs. Such experience will be replicated and promoted throughout the country. | 1) Investment administration: nine items including “system of combined approval of publication distribution business licensing and online distribution recordation”, “standardization and administration of green ship repair enterprises”, “green channels for the approval of electric power engineering projects”, “3D land management mode centered on 3D cadastre”, “convenient service mode for the registration of immovable property”, “intelligence-assisted tax return services for small-scale VAT payers”, “‘one-counter acceptance and joint handling service mode for the approval of certificates and licenses”, “service package mode for the deregistration of enterprises”, and “mode of medical device registrants outsourcing production to other enterprises”. | | 1.投资管理领域：“出版物发行业务许可与网络发行备案联办制度”、“绿色船舶修理企业规范管理”、“电力工程审批绿色通道”、“以三维地籍为核心的土地立体化管理模式”、“不动产登记业务便民模式”、“增值税小规模纳税人智能辅助申报服务”、“证照‘一口受理、并联办理'审批服务模式”、“企业‘套餐式'注销服务模式”、“医疗器械注册人委托生产模式”等9项。 |
