| The intellectual property offices of all provinces, autonomous regions and municipalities directly under the Central Government; the entities directly under the State Intellectual Property Office ("SIPO") and all social organizations; and all relevant entities: | | 各省、自治区、直辖市知识产权局，局各直属单位、各社会团体，各有关单位： |
| For the purposes of thoroughly implementing the Notice of the State Council on Issuing the National Intellectual Property Right Protection and Use Plan for the "13th Five-Year Plan" Period (No. 86 [2016], State Council), intensifying the efforts to implement and promote the patent navigation projects oriented to strategic emerging industries, enhancing the benefits of comprehensive use of patents, contributing to the improvement of quality and efficiency of and upgrading of industries cultivating a number of high-value patent portfolios, and taking into account the arrangements for the appraisal and assessment of the National Patent Navigation Pilot Program Initiative, it is decided to continue the filing of patent navigation projects. The relevant matters are hereby notified as follows: | | 为深入贯彻落实《国务院关于印发“十三五”国家知识产权保护和运用规划的通知》（国发〔2016〕86号），面向战略性新兴产业加大专利导航项目实施和推广力度，提升专利综合运用效益，助推产业提质增效升级，培育一批高价值专利组合。结合国家专利导航试点工程考核评估工作安排，决定继续开展专利导航项目备案工作。现将有关事项通知如下： |

| 1. Priority cities for the building of the intellectual property operation service system, national intellectual property right pilot program demonstration parks, national intellectual property right demonstration enterprises, and industry intellectual property right alliances as reviewed and recorded by the SIPO. | | （一）知识产权运营服务体系建设重点城市，国家知识产权试点示范园区，国家知识产权示范企业，经我局审核备案的产业知识产权联盟。 |
| 2. Entities relating to the National Patent Navigation Pilot Program Initiative, including: national patent navigation industry development pilot zone, entities under the National Patent Collaborative Use Pilot Program, enterprises under the National Patent Operation Pilot Program, National (Jiangsu) Patent Navigation Research Base, and national patent navigation project research and promotion centers. | | （二）国家专利导航试点工程有关单位，包括：国家专利导航产业发展实验区、国家专利协同运用试点单位、国家专利运营试点企业、国家专利导航研究（江苏）基地、国家专利导航项目研究和推广中心。 |
