| For the purposes of implementing the arrangements and requirements of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area and the Program of Building National Strengths in Transportation at a faster pace, promoting coordinated development of the Greater Bay Area in the governance of waterway traffic safety, and providing better services for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, the Opinions are hereby offered as follows. | | 为加快落实《粤港澳大湾区发展规划纲要》《交通强国建设纲要》部署要求，促进粤港澳大湾区水上交通安全治理协同发展，更好地服务粤港澳大湾区发展，提出以下意见。 |
| I. General requirements | | 一、总体要求 |
| 1. Guiding ideology. With Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, efforts shall be made to implement the new vision of development, continue to deepen coordination and cooperation among the maritime safety administrations of Guangdong, Hong Kong and Macao, and provide outstanding maritime services for the development of the Guangdong-Hong Kong-Macao Greater Bay Area. | | （一）指导思想。以习近平新时代中国特色社会主义思想为指导，贯彻落实新发展理念，持续深化粤港澳海事管理机构协同合作，为粤港澳大湾区发展提供卓越的海事服务。 |

| Remaining committed to collaboration and development: comprehensively deepening exchanges and cooperation among Guangdong, Hong Kong and Macao on maritime affairs; gradually creating a new pattern of cooperation for win-win situation with sharing of resources, mutual recognition of standards, and mutual support to each other in law enforcement; and striving to enhance the coordinated development of the Greater Bay Area in the shipping industry. | | 坚持协同发展。全面深化粤港澳海事交流合作，逐步实现资源共享、标准互认、执法互助的合作共赢新格局，有力推动大湾区航运协调发展。 |
| Continuing innovation-driven development: taking innovation as the primary force to drive development; introducing early and pilot implementation of measures; comprehensively promoting innovation in concepts, technologies, systems and management; and improving the capacity of maritime supervision services. | | 坚持创新发展。将创新作为引领发展的第一动力，先行先试，全面推进理念创新、技术创新、制度创新和管理创新，提升海事监管服务能力。 |
| Following the notion of safe development: giving top priority to ensuring waterway traffic safety; building an emergency system for waterway traffic safety that has a complete set of systems and can ensure speedy response; and providing waterway traffic safety guarantee for high-quality economic development in the Greater Bay Area. | | 坚持安全发展。以保障水上交通安全为第一要务，构建系统完备、快速反应的水上交通安全应急保障体系，为大湾区经济高质量发展提供水上交通安全保障。 |
| Insisting on green development: implementing stringent measures for preventing and controlling pollution from ships; coordinating efforts and actions of maritime safety administrations of Hong Kong and Macao in pollution control; and promoting green and sustainable development of the Greater Bay Area. | | 坚持绿色发展。实施严格的船舶污染防治措施，协同港澳海事管理机构加强船舶污染联防联治，推动大湾区航运绿色可持续发展。 |
| 3. Development objectives | | （三）发展目标。 |
| By 2022, the capacity of ensuring waterway traffic safety in the Greater Bay Area will be developed in a coordinated manner. The capability in preventing and controlling pollution from ships will be markedly improved. A diversified waterway traffic safety pattern governed by multiple parties will be established in the Greater Bay Area, and the mechanism for cooperation among the maritime safety administrations of Guangdong, Hong Kong and Macao will be operated in an orderly manner. The capacity of serving local economic development in the Greater Bay Area will be significantly increased. | | 到2022年，大湾区水上交通安全保障能力协同发展，船舶污染防治能力明显提高，大湾区水上交通安全多元共治格局基本形成，粤港澳海事管理机构合作机制有序运行，服务大湾区地方经济发展能力显著提升。 |
| By 2035, waterway traffic in the Greater Bay Area will be safe and convenient, with efficient flow of shipping elements. The mechanism for cooperation among the maritime safety administrations of Guangdong, Hong Kong and Macao will be operated in an efficient manner. The waterway traffic safety supervision capacity and the capability in preventing and controlling pollution from ships there will be the first class in the world. A pilot zone for providing maritime services to build national strengths in transportation, an experimental area for reform, opening-up and innovation-driven development in maritime affairs, and a demonstration zone for high-quality development of maritime services will be established. | | 到2035年，大湾区水上交通安全便捷，航运要素高效流动，粤港澳海事管理机构合作机制高效运行，水上交通安全监管、船舶污染防治能力达到国际一流，全面建成海事服务交通强国建设先行区、海事改革开放创新发展试验区、海事高质量发展示范区。 |
| II. Deepening the maritime collaboration and cooperation mechanism in the Guangdong-Hong Kong-Macao Greater Bay Area | | 二、深化粤港澳大湾区海事协同合作机制 |
| 4. A mechanism for maritime cooperation among Guangdong, Hong Kong and Macao shall be established and improved. With the concept of coordinated development in mind, a strategic cooperation framework agreement shall be signed with the maritime safety administrations of Hong Kong and Macao. A mechanism for maritime cooperation among Guangdong, Hong Kong and Macao shall be established and improved so that maritime safety administration affairs in the Greater Bay Area shall be comprehensively coordinated relying on a mechanism for high-level dialogue among governments of Guangdong, Hong Kong and Macao. | | （四）建立健全粤港澳海事合作机制。坚持协同发展理念，推动与港澳海事管理机构签订战略合作框架协议。建立健全粤港澳海事协同合作机制，依托粤港澳三地政府高层对话机制，全面协调大湾区海事管理事务。 |
| 5. Intercultural exchanges shall be boosted in the Guangdong-Hong Kong-Macao Greater Bay Area. The strengths of Guangdong, Hong Kong and Macao in geographical proximity and cultural kinship shall be leveraged. Innovative cultural exchanges shall be supported, and cultural communication activities shall be encouraged, with focus on topics related to ocean, navigation and maritime affairs. Various forms of exchanges such as forums and seminars shall be conducted to promote the integration of multiple local cultures including Lingnan culture, sailing culture and maritime culture centered on Chinese traditional cultural elements, and to improve the social impact and public awareness of maritime affairs in the Greater Bay Area. Cooperation with the maritime safety administrations of Hong Kong and Macao shall be encouraged to hold the Greater Bay Area Maritime Festival. Apart from this, China Maritime Day, Hong Kong Maritime Week, Macao Marine and Water Bureau, INMAX China, Shenzhen International Boat Show and other activities shall be carried out to enhance interactions between the shipping and maritime enterprises with the public. Support shall be provided for the Youth Maritime Summer Camp and other activities so as to strengthen cultural exchanges on ocean and maritime affairs among teenagers. | | （五）促进粤港澳大湾区多元文化交流。发挥粤港澳地域相近、文脉相亲的优势，创新人文交流方式，丰富文化交流内容，围绕海洋、航海与海事主题，通过论坛研讨交流等多种形式，促进以中华传统优秀文化为主流的岭南文化、航海文化、海事文化等多元文化交流融汇，提高大湾区海事的社会关注度与影响力。协同港澳海事管理机构举办大湾区海事节，结合中国航海日、香港海运周、澳门海事及水务局日、广州海事展、深圳游艇展等活动，增强大湾区航运、海事业界与社会互动。支持开展大湾区青少年海事夏令营等活动，加强青少年海洋海事文化交流。 |
| 6. Maritime administration information shall be shared among Guangdong, Hong Kong and Macao. Cooperation with the maritime safety administrations of Hong Kong and Macao shall be encouraged to establish a ship supervision information reporting system and promote interconnection of ship supervision data. The exchanges and sharing of maritime administration data regarding safety inspection of ships of non-contracting states shall be enhanced. The capacity of supporting maritime data services and integration shall be gradually improved. The VTS Data Sharing and Cooperation Plan for the Pearl River Estuary shall be improved and implemented. Cooperation on VTS system in the Guangdong-Hong Kong-Macao Greater Bay Area shall be upgraded from single-system operation to joint operation based on multiple systems. The capacity and efficiency of VTS traffic administration and overall services shall be enhanced. Distributed and diversified navigation guarantee data centers with unified standards shall be jointly established. The process of issuing electronic ship certificates and electronic certificates of seafarers shall be accelerated, and navigation efficiency of ships shall be increased. Joint efforts shall be made to promote the establishment of a comprehensive information platform for maritime administration in Macao so as to support local marine economic development. | | （六）依法共享粤港澳海事管理信息。协同港澳海事管理机构建立船舶监管信息通报制度，推动船舶监管数据依法互联互通。推动非公约船舶安全检查等海事管理数据交互共享，逐步提升海事数据服务与融合支撑能力。推进完善实施《珠江口水域VTS数据共享合作计划》，实现粤港澳大湾区VTS系统合作由单一系统独立运作提升至多个系统共同运作，提升VTS交通组织管理和整体服务能力与水平。探索共建统一标准、分布式、多元化的航海保障数据中心。加快船舶证书电子化进程，加快中国籍船员证书电子化进程，提高船舶通行效率。共同推进澳门海域管理综合信息平台建设，服务澳门海洋经济发展。 |
| 7. Mutual recognition of maritime administration and technical standards among Guangdong, Hong Kong and Macao shall be advanced. Efforts shall be made to strengthen exchanges on maritime law enforcement and researches on mutual recognition of maritime administration and technical standards among Guangdong, Hong Kong and Macao. Cooperation and communication among maritime safety administrations of the three places shall be enhanced. Law enforcement and administration of ships of contracting states shall be gradually standardized, with more cooperation on the performance of contracts and stronger abilities to perform contracts in the Greater Bay Area. Cooperation with Hong Kong and Macao shall be carried out to establish and improve a mechanism for safety inspection of ships of non-contracting states, which are sailing between Guangdong and Hong Kong, and between Guangdong and Macao. Consistent rules and standards in safety inspection shall be promoted. | | （七）推动粤港澳海事管理和技术标准协同互认。加强粤港澳海事执法交流，加强粤港澳海事管理技术标准协同互认的研究。积极推动大鹏湾水域引航员资质互认和一次引航。加强粤港澳海事管理机构合作交流，对于适用公约船舶，逐步统一执法管理裁量尺度，加强履约合作，提升大湾区海事履约能力。协同港澳建立健全来往港澳航行非公约船舶安全检查合作机制，推动安全检查规则和标准协同一致。 |
| III. Strengthening the capacity of ensuring waterway traffic safety | | 三、加强水上交通安全保障能力建设 |
| 8. Great efforts shall be made to coordinate the administration systems for water traffic safety in the Guangdong-Hong Kong-Macao Greater Bay Area. The maritime administration systems for Guangdong, Hong Kong and Macao shall be constantly coordinated. Maritime administration rules shall be jointly developed and issued by the maritime safety administrations of the three places, so as to improve the arrangement of ships and yachts sailing between Guangdong, Hong Kong and Macao and provide an ideal legal environment for waterway traffic safety in the Greater Bay Area. | | （八）大力推进粤港澳大湾区水上交通安全管理制度衔接。持续推进粤港澳海事管理制度衔接，积极探索粤港澳联合制定海事管理规则，推动出台大湾区水上交通安全管理制度，完善往来粤港澳游艇安排，为大湾区水上交通安全提供良好的法治环境。 |
9. Support shall be provided to ensure efficient and easy flow of ships in the Guangdong-Hong Kong-Macao Greater Bay Area. The safety administration of ships sailing from the Chinese Mainland to Hong Kong and Macao within the Greater Bay Area shall be improved. When entering or leaving a port of the Greater Bay Area and sailing between Guangdong, Hong Kong and Macao, three types of ships (including ships registered in Hong Kong and Macao, transport ships of the Chinese Mainland, and non-transport ships of the Chinese Mainland registered in the Greater Bay Area) shall be administered according to respective administration rules for waterway traffic safety, and, when entering or leaving a port of the Chinese Mainland, be administered according to the rules for domestic voyages. In this way, water navigation efficiency in the Greater Bay Area shall be comprehensively improved. Matters other than the administration of waterway traffic safety shall be handled according to the relevant existing laws and regulations.
