| On November 7, 2016, the Standing Committee of the National People's Congress of China adopted the Decision of the Standing Committee of the National People's Congress on Amending the Non-state Education Promotion Law of the People's Republic of China, which provides that non-state schools shall be subject to not-for-profit and for-profit classified administration and is issued by an Order of the President of the People's Republic of China (No. 55) signed by President Xi Jinping. The Several Opinions of the State Council on Encouraging Social Forces to Develop Education and Promote the Healthy Development of Non-state Education (No. 81 [2016], State Council, hereinafter referred to as the “Several Opinions”) comprehensively deploys various policies and measures for the reform and development of non-state education. | Classified administration of non-state schools is the major reform direction determined by the CPC Central Committee and the State Council, an important move for implementing the spirit of the Non-state Education Promotion Law (Amendment), and an important content in deepening the comprehensive reform of the education field. Article 2 Non-state education is an important part of the socialist education undertakings.
