The departments of ecology and environment (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, and the Ecology and Environment Bureau of Xinjiang Protection and Construction Corps: 各省、自治区、直辖市生态环境厅(局),新疆生产建设兵团生态环境局:
Micro and small-sized enterprises are the lifeblood of national economic development, and play a significant role in promoting employment, stabilizing growth, promoting innovation, ensuring market prosperity, and meeting the demands of the people. They are closely related to the people's livelihood and social stability. Meanwhile, micro and small-sized enterprises are small in scale, and often have a small number of employees and a simple working process; and some micro and small-sized enterprises are featured by having minor impacts on environment and relatively weak capability in environmental protection. They all expect further reform on environmental impact assessment (“EIA”) and improved EIA services. The Opinions are hereby developed to implement the decisions and arrangements of the CPC Central Committee and the State Council, complete the work of stabilizing employment, finance, foreign trade, foreign investment, domestic investment and expectations, implement the tasks of guaranteeing employment of residents, basic people's livelihood, market participants, food and energy security, stability of the supply chain and the industrial chain, and operation of the grassroots level, further optimize the business environment, stimulate the vitality of micro and small-sized enterprises, and pursue green development. 小微企业是国民经济发展的生力军,在扩大就业、稳定增长、促进创新、繁荣市场、满足人民群众需求等方面发挥着重要作用,事关民生和社会稳定大局。同时,小微企业具有规模小、人员少、工艺流程简单,部分小微企业环境影响较小、环保能力相对薄弱等特点,对深化环评改革、优化环评服务有普遍的期待。为贯彻落实党中央、国务院决策部署,做好“六稳”工作,落实“六保”任务,进一步优化营商环境、激发小微企业活力,推进绿色发展,制定本意见。
I. Deepening the EIA reform and simplifying the EIA management for the projects of micro and small-sized enterprises   一、深化改革,简化小微企业项目环评管理
1. Narrowing the scope of EIA for projects (一)缩小项目环评范围
By revising the Classified Administration Catalogue of Environmental Impact Assessment for Construction Projects (hereinafter referred to as the “Catalogue”), the EIA approval and recordation procedures for projects that exert small impacts on environment shall be further reduced. Construction projects not prescribed in the Catalogue shall, in principle, not be subject to the management of EIA approval. The connections between EIA and pollutant discharge licensing shall be strengthened. No environmental impact registration form shall be needed for construction projects that are registered and managed in the form of pollutant discharge licensing. For certain industries that have small impacts on environment, only new construction, reconstruction and expansion projects shall be subject to the management of EIA. The relevant requirements shall be implemented after the new Catalogue is published and put into effect. 通过修订《建设项目环境影响评价分类管理名录》(以下简称《名录》),对环境影响较小项目,进一步减少环评审批和备案数量。《名录》未作规定的建设项目,原则上不纳入环评管理。强化环评与排污许可的衔接,对实施排污许可登记管理的建设项目,不再填报环境影响登记表。对环境影响较小的部分行业,仅将在工业建筑中的新改扩建项目纳入环评管理。相关要求在新《名录》发布实施后执行。
2. Simplifying the content to be prepared in environmental impact reports (二)简化报告表编制内容
Where a construction project exerts certain impact on environment and requires an environmental impact report (hereinafter referred to as the “report”), the format of the report shall be revised, the content in the report and requirements for filling out the report shall be simplified, and the difficulty in preparing it shall be reduced. Efforts to simplify the project assessment procedures and content in the report shall be investigated; the analysis of current environmental quality shall be simplified by mainly quoting the existing data; key elements or special topics shall be emphasized if there is a need for special assessment; and if no special assessment is needed, the report shall only be filled out as required without the need of model prediction. 对确有一定环境影响需要编制环境影响报告表(以下简称报告表)的建设项目,修订报告表格式,简化表格内容和填写要求,降低编制难度。研究简化报告表项目评价程序、评价内容;以引用现有数据为主,简化环境质量现状分析;对确需进行专项评价的,突出重点要素或专题;对不需开展专项评价的,无需进行模型预测,仅需按要求填写表格。
3. Exploring a simplified EIA mode for similar projects (三)探索同类项目环评简化模式
The coordination between EIA for the planning of industrial parks (including industrial clusters and industrial concentration areas) and EIA for projects shall be strengthened. For micro and small-sized enterprises that are located in industrial parks that have completed EIA for planning and meet the relevant environment access requirements, EIA for projects may directly quote the conclusion of EIA for planning, and the content in the assessment shall be simplified. Efforts shall be made to explore EIA approval for all similar projects of micro and small-sized enterprises in an industrial park, and put forward unified requirements for pollution prevention and control on these projects, so that no repeated assessment will be made for one project. Local authorities shall be encouraged to explore environmental governance modes such as “Green Island”, build environmental-friendly public infrastructure or centralized process facilities (for example, electroplating, printing and dying, and spraying) shared by micro and small-sized enterprises, and specify a responsible body to conduct EIA on shared facilities. For enterprises that share the same facilities, the types of EIA for projects shall be determined without considering the shared facilities.

 加强产业园区(含产业聚集区、工业集中区等)规划环评与项目环评联动。对位于已完成规划环评并落实要求的园区,且符合相关生态环境准入要求的小微企业,项目环评可直接引用规划环评结论,简化环评内容。探索园区内同一类型小微企业项目打捆开展环评审批,统一提出污染防治要求,单个项目不再重复开展环评。鼓励地方探索“绿岛”等环境治理模式,建设小微企业共享的环保公共基础设施或集中工艺设施(如电镀、印染、喷涂等),明确一个责任主体,依法开展共享设施的环评。依托相关设施的企业,其项目环评类别判定无需考虑依托设施内容。
