| For the purposes of implementing the spirit of a series of important speeches given by General Secretary Xi Jinping on coordinating efforts to advance the prevention and control of the COVID-19 Outbreak as well as the economic and social development, and playing the important role of the pilot program of innovation in and application of supply chains in such aspects as promoting the resumption of work and production, stabilizing the global supply chain, assisting in the elimination of poverty, further enriching the contents of the pilot program and accelerating the work progress, you are hereby notified of the relevant matters as follows: | | 为深入贯彻落实习近平总书记关于统筹推进新冠肺炎疫情防控和经济社会发展的系列重要讲话精神，发挥供应链创新与应用试点工作在推动复工复产、稳定全球供应链、助力脱贫攻坚等方面的重要作用，进一步充实试点内容，加快工作进度，现就有关事项通知如下： |
| I. Promoting the coordinated resumption of work and production in supply chains | | |
| The smooth operation of supply chains is an important prerequisite for advancing the coordinated resumption work and production supported in small, medium and large-sized enterprises on a overall manner as well as promoting the organic connection of production, supply and marketing and the effective integration of domestic and international trade, and is also an important basis for achieving “stability in employment, finance, foreign trade, foreign investment, domestic investment, and market expectations.” All local authorities shall pay close attention to and obtain the information on changes in international and domestic COVID-19 outbreak and economic situations, guide the cities covered by the pilot program and participating enterprises to judge problems in the operation of supply chains in a timely manner, adjust their focus and responses suitable to local conditions, precisely implement policies centering on key issues such as employment, capital and supply of raw materials, and remove “barriers” and make up “breakpoints,” create conditions conducive to the resumption of work and production by any means, improve the efficiency of resumption of work and production, and smooth the industrial cycle, market cycle and economic and social cycle. | | 供应链畅通是推动大中小企业整体配套协同复工复产、促进产供销有机衔接和内外贸有效贯通的重要前提，也是实现“六稳”工作的重要基础。各地要密切关注和把握国际国内疫情形势和经济形势变化，指导试点城市和试点企业及时研判供应链运行过程中的问题，因地制宜、因时制宜调整工作着力点和应对举措，围绕用工、资金、原材料供应等关键问题，精准施策，打通“堵点”、补上“断点”，千方百计创造有利于复工复产的条件，提高复工复产效率，畅通产业循环、市场循环和经济社会循环。 |
| The cities covered by the pilot program shall implement the requirements for precise prevention and control of the COVID-outbreak and precise resumption of work and production by regions and by levels, and drive and help leading enterprises in supply chains and enterprises playing a vital role in the global supply chain to resume work and production in an accelerated manner. Based on the circumstances and characteristics of priority local industries, the key processes and key steps in supply chains shall be sorted out, and the problems restricting enterprises' resumption of work and production, in terms of logistics, transport, movement of people, financing and supply of raw materials, shall be removed and resolved in a timely manner, and particularly, effective cross-regional intergovernmental collaboration and connection shall be ensured. | | 试点城市要落实分区分级精准防控和精准复工复产要求，加快推动和帮助供应链龙头企业和在全球供应链中有重要影响的企业复工复产。针对本地重点产业情况和特点，梳理供应链关键流程、关键环节，及时疏通解决制约企业复工复产的物流运输、人员流动、资金融通、原材料供应等问题，特别要做好跨区域政府间协同对接。 |
| Participating enterprises shall bravely assume social responsibilities, maximize their leading role, strengthen collaboration with upstream and downstream enterprises in their supply chains, and assist supporting enterprises in resolving practical difficulties in terms of technology, equipment, funds, and raw and ancillary materials. By multiple means such as guaranteeing the supply of raw materials, accelerating the implementation progress of key projects, increasing the proportion of advance payments, and timely settlement of payments, local authorities shall ease the pressure on the business operations and capital of upstream and downstream small and medium-sized enterprises. The functions of supply chain platforms, including gathering of resources, supply and demand matching, and information services, shall be maximized, the information systems of all parties shall be actively connected, comprehensive services in terms of transaction, logistics, finance, credit, and information shall be provided for the resumption of work and production of enterprises, the recovery and reconstruction of supply chains shall be promoted as soon as possible, and efficient integration and precise matching of resources and factors shall be achieved. | | 试点企业要勇担社会责任，充分发挥龙头带动作用，加强与供应链上下游企业协同，协助配套企业解决技术、设备、资金、原辅料等实际困难。通过保障原材料供应、加快重点项目实施进度、加大预付款比例、及时结算支付等多种方式，缓解上下游中小企业经营和资金压力。发挥各类供应链平台资源集聚、供需对接和信息服务等功能优势，积极接入各方信息系统，为企业复工复产提供交易、物流、金融、信用、资讯等综合服务，促进供应链尽快恢复和重建，实现资源要素的高效整合和精准匹配。 |
| II. Completing the tasks of the pilot program under new conditions | | |
| In responding to the COVID-19 outbreak, the cities covered by the pilot program and participating enterprises has fully utilized the resources integration and efficient synergy advantages of supply chains, and played an important role in such aspects as supporting the prevention and control of the COVID-19 outbreak, guaranteeing market supply and promoting the resumption of work and production, but also reflected some weaknesses in the security and synergy of supply chains. At the same time, with the accelerated development of new market demands, new business types and new models, new requirements are also put forward for innovation in and application of supply chains. This year, the pilot program will, on the basis of the original pilot program, give priority to strengthening the following five aspects. | | 在应对新冠肺炎疫情过程中，试点城市和试点企业充分利用供应链资源整合和高效协同优势，在支持疫情防控、保障市场供应、推动复工复产等方面发挥了重要作用，但也反映出供应链安全性和协同性方面存在一些短板弱项。同时市场新需求、新业态、新模式加快发展也给供应链创新与应用工作提出了新的要求。今年，试点工作要在原有试点任务基础上，重点加强以下五个方面工作。 |
| 1. Strengthening security building of supply chains. | | （一）加强供应链安全建设。 |
| The cities covered by the pilot program shall, with the security building of supply chains as an important part of the pilot program, strengthen the analysis and assessment of supply chains in key industries, clarify the information and geographical distribution of key supply chain nodes, important facilities and major primary and secondary suppliers, screen the risk points of supply chains, and optimize the layout of industrial supply chains. Efforts shall be made to explore the establishment of cooperative mechanisms for information communication, infrastructure connectivity, smooth logistics, financing, movement of people and interaction between government affairs across regions, departments and sectors, conduct research and establish an incident-based early warning system for industrial supply chains and emergency response plans, and strengthen the administration of early warning of risks for key industries and regions. | | 试点城市要将供应链安全建设作为试点工作的重要内容，加强对重点产业供应链的分析与评估，厘清供应链关键节点、重要设施和主要一、二级供应商等情况及地域分布，排查供应链风险点，优化产业供应链布局。探索建立跨区域、跨部门、跨产业的信息沟通、设施联通、物流畅通、资金融通、人员流通、政务联动等协同机制，研究建立基于事件的产业供应链预警体系和应急处置预案，加强对重点产业和区域的风险预警管理。 |
Participating enterprises shall enhance their awareness of supply chain risk prevention, and learn from experience and develop supply chain security prevention and control measures in response to the security problems arising during the process of prevention and control of the COVID-19 outbreak. Participating enterprises shall take supply chain security as an important part of their development strategies, establish an early warning system for supply chain risks, develop and implement a diversified supply chain development strategy, ramp up their efforts to enhance resilience in terms of the distribution of networks, process control, logistics security, emergency reserves, technology and personnel management, improve risk prevention and reduce their vulnerability to risks, and promote the safe, steady and sustainable development of their entire supply chains.
