| Article 1 These provisions are formulated with a view to strengthening the control of ground-based reception equipment for satellite television broadcasts and promoting socialist ethical and cultural progress. | | 第一条 为了加强对卫星电视广播地面接收设施的管理，促进社会主义精神文明建设，制定本规定。 |
| Article 2 The ground-based reception equipment for satellite television broadcasts (hereinafter referred to as the ground-based satellite reception equipment)mentioned in these Provisions refers to such installations as antennas, R. F. tuners, receivers, coders and decoders for receiving TV programmes transmitted by satellite. | | 第二条 本规定所称卫星电视广播地面接收设施（以下简称卫星地面接收设施），是指接收卫星传送的电视节目的天线、高频头、接收机及编码、解码器等设施。 |
| Article 3 The State shall practise a system of granting licences in respect to the production, import, sale, installation and use of ground-based satellite reception equipment. | | 第三条 国家对卫星地面接收设施的生产、进口、销售、安装和使用实行许可制度。 |
| The conditions for granting licences for the production, import, sale, installation and use of ground-based satellite reception equipment shall be stipulated by the relevant administrative departments under the State Council. | | 生产、进口、销售、安装和使用卫星地面接收设施许可的条件，由国务院有关行政部门规定。 |
| Article 4 Manufacturers licensed by the competent department for production permits of industrial products shall sell satellite ground receiving facilities to legally established installation service institutions. No other entity or individual may sell the same. | | 第四条 工业产品生产许可证主管部门许可的生产企业，应当将卫星地面接收设施销售给依法设立的安装服务机构。其他任何单位和个人不得销售。 |
Article 5 Where ground-based satellite reception equipment or special parts of ground-based satellite reception equipment are imported, the certificate must be issued by the radio and television administrative department of the State Council or by the administrative department of electronics industry under the State Council. With the certificate, the formalities of examination and approval may be handled at the administrative department of machinery, electronics product import and export under the State Council. The Customs shall permit the installations and special parts to pass with the documents of examination and approval.
