| Industrial big data is the generic term for data found throughout the full lifecycle of products and services in the industrial field, including the data generated and used by industrial enterprises in steps such as research and development, design, manufacture, business management, operation and maintenance services, as well as the data on industrial Internet platforms. For the purposes of implementing the national big data development strategy, furthering the digital transformation of industries, unlocking the potential of industrial data resource elements and accelerating the development of the industrial big data industry, the following opinions are hereby offered. | | 工业大数据是工业领域产品和服务全生命周期数据的总称，包括工业企业在研发设计、生产制造、经营管理、运维服务等环节中生成和使用的数据，以及工业互联网平台中的数据等。为贯彻落实国家大数据发展战略，促进工业数字化转型，激发工业数据资源要素潜力，加快工业大数据产业发展，现提出如下意见。 |

| Efforts shall be made to adhere to upholding the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, thoroughly implement the spirit of the 19th CPC National Congress and the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Committee, firmly establish a new concept of development, and as required for high-quality development, promote the aggregation and sharing of industrial data, deepen data convergence and innovation, enhance data governance capabilities and strengthen data security management, with a focus on creating an industrial big data ecosystem with rich resources, booming applications, industrial progress and orderly governance. | | 坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的十九大和十九届二中、三中、四中全会精神，牢固树立新发展理念，按照高质量发展要求，促进工业数据汇聚共享、深化数据融合创新、提升数据治理能力、加强数据安全管理，着力打造资源富集、应用繁荣、产业进步、治理有序的工业大数据生态体系。 |
| II. Speeding up data aggregation | | 二、加快数据汇聚 |
| 1. Promoting the comprehensive collection of industrial data: Industrial enterprises shall be supported in conducting digital transformation of their equipment, upgrading their various information systems, and advancing the collection of data throughout the entire process of research, development, production, operation, maintenance, and so on. Key enterprises shall be supported in developing industrial numerical control systems, and industrial equipment manufacturers shall be guided in opening their data interfaces to realize the comprehensive collection of data. | | （一）推动工业数据全面采集。支持工业企业实施设备数字化改造，升级各类信息系统，推动研发、生产、经营、运维等全流程的数据采集。支持重点企业研制工业数控系统，引导工业设备企业开放数据接口，实现数据全面采集。 |
| 2. Accelerating the interconnection of industrial equipment: The construction of the industrial Internet shall be continuously advanced, and the full connection of industrial equipment shall be advanced. The promotion of the compatibility and unification of industrial communication protocols shall be accelerated, and technical barriers shall be broken down, so as to form complete data chains. | | （二）加快工业设备互联互通。持续推进工业互联网建设，实现工业设备的全连接。加快推动工业通信协议兼容统一，打破技术壁垒，形成完整贯通的数据链。 |
| 3. Promoting the high-quality aggregation of industrial data: Surveys regarding industrial data resources shall be organized and conducted, and enterprises shall be guided in strengthening data resource management to realize the visibility, manageability, usability and credibility of data. Statistical data and monitoring data in key fields shall be integrated, and national databases shall be established in sectors of raw materials, equipment, consumer goods, and electronic information, among others. Enterprises shall be supported in building data aggregation platforms to realize the integration and aggregation of multi-source heterogeneous data. | | （三）推动工业数据高质量汇聚。组织开展工业数据资源调查，引导企业加强数据资源管理，实现数据的可视、可管、可用、可信。整合重点领域统计数据和监测数据，在原材料、装备、消费品、电子信息等行业建设国家级数据库。支持企业建设数据汇聚平台，实现多源异构数据的融合和汇聚。 |
| 4. Coordinating efforts to build a national industrial big data platform in an overall manner: A national industrial Internet big data center shall be built in a bid to gather industrial data, support industrial monitoring and analysis, empower enterprises to innovate and develop, and improve the safe operation capabilities of sectors. A multi-level interactive national database for basic industrial big data shall be established, and an industrial chain atlas and supply chain maps shall be developed, so as serve the high-quality development of the manufacturing industry. | | （四）统筹建设国家工业大数据平台。建设国家工业互联网大数据中心，汇聚工业数据，支撑产业监测分析，赋能企业创新发展，提升行业安全运行水平。建立多级联动的国家工业基础大数据库，研制产业链图谱和供应链地图，服务制造业高质量发展。 |
