| Recently, a series of criminal cases involving fabricating a terror threat to jeopardize civil aviation flight safety have occurred in China. In these cases, a number of airplanes had to land at alternate airports, return, or delay their takeoff, the normal order of civil aviation transportation was seriously affected, and a serious threat was posted to the life and property safety of the people. The procuratorial organs at all levels shall fully perform their functions, and suppress such crimes resolutely, severely and rapidly in accordance with the law, so as to maintain the operational order of civil aviation, safeguard civil aviation flight safety, and protect the life and property safety of the people. You are hereby notified of the relevant issues as follows: | | 近期，我国接连发生多起编造虚假恐怖信息威胁民航飞行安全的犯罪案件，造成了多架次航班备降、返航或延迟起飞，严重影响了民航运输正常秩序，对人民群众生命财产安全造成严重威胁。各级检察机关要充分发挥职能作用，坚决依法从重从快严厉打击此类犯罪，维护民航运营秩序，保障民航飞行安全，保护人民群众生命财产安全。现就有关问题通知如下： |
I. Fully performing procuratorial functions and resolutely and severely suppressing crimes of fabricating a terror threat or intentionally disseminating a fabricated terror threat to jeopardize civil aviation flight safety. Such crimes have tremendous impacts on the normal order of civil aviation transportation and the life and property safety of passengers, and result in intense social repercussions. The procuratorial organs at all levels shall fully realize the serious harm caused by such crimes to the public, and fully perform their procuratorial functions to intensify suppression. The procuratorial organs at all levels shall strengthen communication with the public security organs, send personnel to participate in criminal investigations, and put forward opinions on evidence collection and application of law. If the conditions for arrest or prosecution are met, the procuratorial organs shall approve arrest or prosecute in a rapid and severer manner. Meanwhile, they shall strengthen coordination and cooperation with the public security organs and the people's courts to discuss and address issues encountered in handling cases in a timely manner and form a joint force in suppressing crimes.
．．．．．． | | 一、充分发挥检察职能作用，坚决严厉打击编造、故意传播虚假恐怖信息威胁民航飞行安全犯罪。此类犯罪对民航运输正常秩序和广大乘客的生命财产安全影响巨大，社会反响强烈。各级检察机关要充分认识这类犯罪的严重社会危害性，充分发挥检察职能，加大打击力度。要加强与公安机关的沟通，及时派员介入侦查活动，对收集证据、适用法律提出意见。符合批捕、起诉条件的，要从重从快批捕、起诉。同时，加强与公安机关、人民法院的协调配合，及时研究解决办案中遇到的问题，形成打击犯罪的合力。
