| For the purposes of implementing a series of arrangements and requirements of the CPC Central Committee and the State Council for the development of micro, small and medium-sized enterprises and the guiding principles of the Opinions of the State Council on Strengthening the Building of the Quality Certification System and Promoting Comprehensive Quality Management (No. 3 [2018], the State Council), and maximizing the role of quality management system certification in enterprise quality improvement, a pilot program designed to improve the quality management system certification for micro and small-sized enterprises was launched in 2019 in five industries, namely chemical industry, metal, machinery, photoelectric equipment, and information technology, and the Guidelines for Micro and Small-Sized Enterprises' Application of ISO 9001 to Improve Quality Management (hereinafter referred to as the "Guidelines", see Annex 1) and "Good Cases of Improving the Quality Management System Certification for Micro and Small-Sized Enterprises (hereinafter referred to as the “Cases”) have been prepared. ISO 9001: Quality Management System Certification, an internationally recognized excellent method of quality management, has widely been adopted by domestic and foreign enterprises, but it is not yet fully applied in Chinese enterprises, especially micro and small-sized ones. To help micro and small-sized enterprises use quality management system certification methods to improve their quality management, the State Administration for Market Regulation has developed the Service Platform for Improving the Quality Management System Certification for Micro and Small-Sized Enterprises (website: www.ccs-c.com.cn:8002), the Training Platform for Total Quality Management of Millions of Enterprises ( HYPERLINK "http://www.zrpx.org.cn"www.zrpx.org.cn), and related online courses to provide free training for enterprises.
