For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council on strengthening the protection of intellectual property, protecting the legitimate rights and interests of innovators, patent holders and the general public, further strengthening patent protection, and improving the efficiency and level of administrative adjudication of disputes over patent infringement, in accordance with the Patent Law of the People's Republic of China, the Detailed Rules for the Implementation of the Patent Law of the People's Republic of China, the Measures for Patent Administrative Law Enforcement, and other relevant laws and regulations, the Guidelines for the Administrative Adjudication of Patent Infringement Disputes are hereby issued, and you shall implement these Guidelines mutatis mutandis.
