| The Plan is hereby formulated as follows in order to thoroughly implement the spirit of the central economic working conference, accelerate the implementation of the Several Opinions of the Central Committee of the Communist Party of China and the State Council on Improving Systems and Mechanisms for Stimulating Consumption to Further Tap the Potential of Residents' Consumption (No.32 [2018], CCCPC) and the Implementation Plan for Perfecting the System and Mechanism for Consumption Promotion (2018-2020) (No.93 [2018], General Office of the State Council), focus on instructing enterprises to follow the general tendency towards household consumption upgrading, accelerate transformation and upgrading to boost the quality and level of supplies, and give impetus through high-quality supplies to the creation of fresh market demands to satisfy the people's longing for a better life, facilitate the formation of a strong domestic market and promote stable consumption growth. | | 为深入贯彻中央经济工作会议精神，加快落实《中共中央国务院关于完善促进消费体制机制进一步激发居民消费潜力的若干意见》（中发〔2018〕32号）和《完善促进消费体制机制实施方案（2018-2020年）》（国办发〔2018〕93号），着力引导企业顺应居民消费升级大趋势，加快转型升级提升供给质量和水平，以高质量的供给催生创造新的市场需求，更好满足人民群众对美好生活的向往，促进形成强大国内市场，推动消费平稳增长，特制订如下方案。 |
| I. Taking Various Measures to Boost Automobile Consumption to Better Satisfy Residents' Traveling Needs | | |
| 1. Orderly promoting the scrapping and updating of old and used motor vehicles. The "Five Main Parts" (engine, steering, transmission, front and rear axles, chassis) of scrapped motor vehicles shall be recycled and reused as required. Owners who scrap a motor vehicle under the Level 3 national emission standards or below and purchase a new one at the same time shall be given appropriate subsidies in eligible regions by relying on the market trading platform. Places where remarkable results are achieved in the implementation of air pollution control measures such as the elimination and upgrading of old diesel trucks and the promotion and use of new energy vehicles shall be given appropriate preference and support by the central finance department in arranging the relevant funds. | | 一、多措并举促进汽车消费，更好满足居民出行需要 |
| 2. Continuously optimizing the subsidy structure of new-energy vehicles. It is required to adhere to the guidance of supporting the outstanding and leading businesses, and use more subsidies to support the sales of new-energy vehicles with advanced overall performance, encourage the development of new-energy vehicles with high technology levels, and implement the differentiated traffic management policy for new-energy trucks to provide convenience for travel and expand the scope of travel. | | （一）有序推进老旧汽车报废更新。按规定放开报废汽车“五大总成”再制造再利用。有条件的地方可依托市场交易平台，对报废国三及以下排放标准汽车同时购买新车的车主，给予适当补助。对淘汰更新老旧柴油货车、推广使用新能源汽车等大气污染治理措施成效显著的地方，中央财政在安排相关资金时予以适当倾斜支持。 |

On the basis of assessing the effect of the pilot policy for relaxing the restrictions on pickup trucks entering the city in Hebei Province, Liaoning Province, Henan Province, Yunnan Province, Hubei Province and Xinjiang Autonomous Region, the restrictions on pickup trucks entering the city shall be further relaxed in a steady and orderly manner. | | （三）促进农村汽车更新换代。有条件的地方，可对农村居民报废三轮汽车，购买3.5吨及以下货车或者1.6升及以下排量乘用车，给予适当补贴，带动农村汽车消费。 |

We shall further implement the policy of comprehensively canceling the restriction on the movement of used cars, and strictly prevent the policy of restriction on the movement of used cars resurging.
