| The housing and urban-rural development departments of all provinces and autonomous regions; the construction commissions and relevant departments of municipalities directly under the Central Government; the construction commissions of cities under separate state planning; and the Bureau of Housing and Urban-Rural Development of Xinjiang Production and Construction Corps: | | 各省、自治区住房城乡建设厅，直辖市建委及有关部门，计划单列市建委，新疆生产建设兵团住房城乡建设局： |
| For the purpose of advancing the reform of the approval system for construction projects, it is hereby decided to amend and repeal the following documents: | | 为推进工程建设项目审批制度改革，决定对以下文件予以修改和废止： |
| I. The Notice by the General Office of the Ministry of Housing and Urban-Rural Development of Further Strengthening the Administration of Construction Permits for Construction Projects (No. 34 [2014], General Office of the MOHURD) is amended as follows: | | 一、修改《住房城乡建设部办公厅关于进一步加强建筑工程施工许可管理工作的通知》（建办市〔2014〕34号） |
(1) Paragraph 2 of part I is amended to read: “2. Ensuring the availability of construction funds. The administrative departments of housing and urban-rural development at all levels shall strengthen the supervisory inspection of the availability of construction funds, and require construction employers to, when applying for construction permits, provide the letters of commitment to availability of construction funds. A construction employer shall ensure that its construction funds are readily available, and shall not make any false commitment.”
