| For purposes of implementing the Opinions of the General Office of the State Council on Accelerating Advancement of Development of Major Product Traceability System (No. 95 [2015], General Office of the State Council), according to the work tasks determined in the National Work Plan for Major Product Traceability Standardization, the General Administration of Quality Supervision, Inspection and Quarantine, the Ministry of Commerce, the Office of the Central Leading Group for Cyberspace Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Agriculture, the National Health and Family Planning Commission, the State Administration of Work Safety, and the China Food and Drug Administration jointly organized and developed the Guiding Opinions on Standardizing Major Product Traceability. | Standardization, as a basic system of the country, is a major technical foundation for the national governance system and economic and social development. The following opinions are hereby offered for purposes of implementing the work arrangements in the Opinions of the General Office of the State Council on Accelerating Advancement of Development of Major Product Traceability System (No. 95 [2015], General Office of the State Council) in depth, strengthening the guidance to and overall coordination of the standardization of major product traceability, advancing the development of a major product traceability system in an orderly manner, implementing the "standardization plus" action for the establishment of the major product traceability system, accelerating the improvement of relevant standard systems, through standard development and implementation, unifying establishment specifications and technical requirements, and effectively supporting and serving the development of the major product traceability system. | | 标准化作为国家一项基础性制度，是国家治理体系和经济社会发展的重要技术基础。为深入贯彻落实国务院办公厅《关于加快推进重要产品追溯体系建设的意见》 (国办发[2015]95号)工作部署，加强重要产品追溯标准化工作指导和统筹协调，有序推进重要产品追溯体系建设，针对重要产品追溯体系建设实施“标准化＋”行动，加快完善相关标准体系，通过标准制定和实施，统一建设规范和技术要求，有效支撑和服务重要产品追溯体系建设，现提出以下意见。 |

| China has entered the phase of quick development of the traceability industry and made positive achievements in the aspects including creating an open and orderly business environment, promoting innovation on regulatory modes, improving the capability of product quality management, and promoting consumption upgrading. The development of the major product traceability system involves a number of industries and fields, covers a wide range, features long industry chain and sophisticated technologies, and is a complicated systematic work. | | 我国已经进入追溯产业快速发展期，在营造公平有序营商环境、推动监管模式创新、提升产品质量管理能力、促进消费升级等方面取得了积极成效。重要产品追溯体系建设涉及行业领域多、覆盖面广、产业链长、技术含量高，是一项复杂的系统性工作。 |
| Standards are results of the progress of human civilization, and standardization is playing an increasingly prominent role in facilitating economic trade, supporting industrial development, promoting scientific and technological progress, and regulating social governance and is the essential element of industries' core competitiveness and an important part of implementing the innovation-driven development strategy. | The standardization of major product traceability is a strategic, basic and overall work, the recognition of the necessity and importance of the standardization of major product traceability shall be practically improved, objectives shall be specified, priorities shall be highlighted, and effective measures and standardization means shall be used to advance the development of the major product traceability system. | We shall comprehensively implement the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, carry out in depth the spirit of a series of important speeches and new concepts, thoughts and strategies of managing state affairs of General Secretary Xi Jinping, implement reform plans, measures and requirements of the State Council for deepening standardization, firmly develop new development concepts, set serving and supporting the establishment of the major product traceability system as main thread, vigorously implement the standardization strategy, maximize the role of standards as rules and guidelines, and form a standard system with national and industrial standards as main parts, supplemented by local, group and enterprise standards, featuring coordination and cooperation between compulsory and voluntary standards. Centering on edible agricultural products, food, drugs, agricultural means of production, special equipment, hazardous articles, rare earth products and other major products, we shall develop and implement a group of common key standards without delay, gradually develop a major product traceability standard system featuring reasonable structure, mutual support and effective operation, support the development of a unified, open, advanced and applicable traceability system covering the whole country, make the information of product source and whereabouts accessible, allow liable persons to be held accountable, promote the transformation and upgrading of relevant industries, provide assistance in the supply-side structural reform, and serve the overall picture of the development of national economy and society. | | 全面贯彻党的十八大和十八届三中、四中、五中、六中全会精神，深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略，落实国务院深化标准化工作改革方案措施要求，牢固树立新发展理念，以服务和支撑重要产品追溯体系建设为主线，积极实施标准化战略，发挥标准规制和引领作用，形成国家标准、行业标准为主体，地方标准、团体标准和企业标准为补充，强制性标准和推荐性标准协同配合的标准体系。围绕食用农产品、食品、药品、农业生产资料、特种设备、危险品、稀土产品等重要产品，抓紧制定和实施一批关键共性标准，逐步建立结构合理、相互配套、行之有效的重要产品追溯标准体系，支撑覆盖全国、统一开放、先进适用的追溯体系建设，实现产品来源可查、去向可追、责任可究，促进相关行业转型升级，助力供给侧结构性改革，服务国民经济和社会发展全局。 |

Multi-party participation and coordinated advancement. As the establishment of the major product traceability system involves all parts including the production, circulation and consumption of products, government departments, industry associations and enterprises, among others, are required to jointly participate so as to join work forces. The standardization administration system featuring unified administration and division of responsibility shall be improved, and joint governance pattern shall be created. The standardization of major product traceability shall be advanced in a coordinated manner at different levels such as the state, industries and enterprises in order to form a work pattern featuring positive interaction and mutual promotion.
