| For purposes of comprehensively implementing the spirit of important speeches and important instructions given by General Secretary Jinping, making overall arrangements for effectively completing various priority tasks of the prevention and control of the COVID-19 outbreak and the development of commercial undertakings, and vigorously advancing the cultivation and development of international consumer cities in an orderly manner, you are hereby notified of the relevant work as follows: | | 为全面贯彻落实习近平总书记重要讲话和重要指示批示精神，统筹做好疫情防控和商务事业发展各项重点任务，有力有序推进国际消费中心城市培育建设，现就有关工作通知如下： |
| I. All local commercial departments shall, under the unified arrangement of local governments, continue to advance the recommendation of applicants for participating in the pilot program of the cultivation and development of international consumer cities and further provide guidance to relevant cities in accordance with the Guiding Opinions of 14 Departments Including the Ministry of Commerce on th Cultivation and Development of International Consumer Cities (No. 309 [2019], Ministry of Commerce) and the Notice by the General Office of the Ministry of Commerce of Effectively Recommending Applicants for Participating in the Pilot Program of the Cultivation and Development of International Consumer Cities (Letter No. 410 [2019], General Office of the Ministry of Commerce), prepare and improve their implementation plans by reference to the Key Points of the Preparation of a Implementation Plan for the Cultivation and Development of Participating Cities Intended as International Consumer Cities (see Annex), and submit their plans to the Ministry of Commerce (Department of Market Operation and Consumption Promotion) after requesting the approval of the people's governments of provinces (autonomous regions and municipalities directly under the Central Government. | | 一、请各地商务主管部门在本地政府的统一安排下，按照商务部等14部门《关于培育建设国际消费中心城市的指导意见》（商运发〔2019〕309号）和《商务部办公厅关于推荐申报国际消费中心城市培育建设试点工作的通知》（商办运函〔2019〕410号）要求，继续推进国际消费中心城市培育建设试点的推荐申报工作，进一步指导相关城市，参照《国际消费中心试点城市培育建设实施方案编制要点》（见附件），编制完善实施方案，报请省（区、市）人民政府审定后报送商务部（市场运行司）。 |
II. At present, the prevention and control of the COVID-19 outbreak is at the most critical stage. For the purpose of making overall arrangements for effectively preventing the COVID-19 outbreak, guaranteeing supply and recommending applicants for participating in the pilot program, the deadline for submitting application letters for participating in the pilot program and implementation plans will be extended to April 30. The Ministry of Commerce will, in conjunction with relevant departments without delay, arrange for experts to conduct a comprehensive assessment of the cities recommended by local authorities for application and their implementation plans, select several cities on a merit-based basis and include these cities in the recommended list of those participating in the pilot program of the cultivation and development of international consumer cities as possible as soon as possible, and minimize the impact of the COVID-19 outbreak on the cultivation and development of international consumer cities.
