| The CPC Central Committee and the State Council have attached great importance to the building of the urban and rural social security system and, in 2014, established a unified basic pension insurance system for urban and rural residents throughout the country, which plays a positive role in ensuring the basic living of urban and rural elderly residents, regulating income distribution, promoting social harmony and stability, and other aspects. Nevertheless, there remain problems, such as low level of security, unsound mechanism of determination of benefits and regular adjustment, and weak incentive and restraint mechanism for payment. In accordance with the requirements of the CPC Central Committee and the State Council for reforming and improving the basic pension insurance system, in order to further improve the basic pension insurance system for urban and rural residents, with the approval of the CPC Central Committee and the State Council, the following opinions on establishing a mechanism of determination of basic pension insurance benefits and regular adjustment of basic pension for urban and rural residents are hereby offered. | | 党中央、国务院高度重视城乡社会保障体系建设，2014年在全国建立了统一的城乡居民基本养老保险制度，在保障城乡老年居民基本生活、调节收入分配、促进社会和谐稳定等方面发挥了积极作用。同时，还存在着保障水平较低、待遇确定和正常调整机制尚未健全、缴费激励约束机制不强等问题。根据中央关于改革和完善基本养老保险制度的要求，为进一步完善城乡居民基本养老保险制度，经党中央、国务院同意，现就建立城乡居民基本养老保险待遇确定和基础养老金正常调整机制提出以下意见。 |
