| For purposes of implementing the Regulation on the Disclosure of Government Information, the Regulation on the Implementation of the Bidding Law, and the Notice of the General Office of the State Council on Issuing the Major Work Arrangements for Government Information Disclosure in 2012 (No. 26 [2012] of the General Office of the State Council), further promoting the disclosure of bidding and tendering information, regulating the bidding activities, and protecting the people's rights to information and supervision, the relevant matters are hereby notified as follows: | | 为贯彻落实《政府信息公开条例》、《招标投标法实施条例》和《国务院办公厅关于印发2012年政府信息公开重点工作安排的通知》（国办发［2012］26号），进一步推进招标投标信息公开，规范招标投标行为，保障人民群众知情权和监督权，现就有关工作通知如下。 |
| I. Focusing on key fields and elements, and making efforts to promote the information disclosure during the entire bidding process | | 一、突出重点领域和环节，大力推进招标投标全过程信息公开 |
1. The administrative supervision departments of bidding activities at all levels shall focus on the projects primarily using state-owned funds and bidding is required according to law; and they shall urge the relevant market players to strictly follow the relevant provisions on the disclosure of bidding and tendering information, and put more efforts on information disclosure. The bidding notice, pre-qualification announcement, bid-winning candidates and other information of the project for which bidding is required according to law shall be published to the public.
