| For the purpose of implementing the tasks of the judicial reform determined at the 4th Plenary Session of the Eighteenth Central Committee of the Communist Party of China (CPC) and the specific requirements set forth in the Outline of the National Intellectual Property Strategy, the Several Opinions on Deepening the Reform of Systems and Mechanisms to Accelerate the Implementation of the Innovation-Driven Development Strategy, and the Implementation Plan for Deepening the Science and Technology System Reform, unifying the standards for application of law, optimizing trial resource allocation, improving trial quality and efficiency, maximize the leading role of the judicial protection of intellectual property rights, advancing the reform of the intellectual property right trial system and working mechanism, accelerating the implementation of the innovation-driven development strategy, and establishing an impartial, efficient, and authoritative socialist judicial system of intellectual property rights, in accordance with the Civil Procedure Law of the People's Republic of China, the Administrative Litigation Law of the People's Republic of China, the Criminal Procedure Law of the People's Republic of China, and the provisions of relevant laws and regulations and in light of the actual trial work, these Opinions are developed. | | 为贯彻落实党的十八届四中全会确定的司法体制改革任务以及《国家知识产权战略纲要》《关于深化体制机制改革加快实施创新驱动发展战略的若干意见》《深化科技体制改革实施方案》提出的具体要求，统一法律适用标准，优化审判资源配置，提高审判质量和效率，充分发挥知识产权司法保护的主导作用，推进知识产权审判体制和工作机制改革，加快创新驱动发展战略的实施，建立公正、高效、权威的社会主义知识产权司法制度，根据《中华人民共和国民事诉讼法》《中华人民共和国行政诉讼法》和《中华人民共和国刑事诉讼法》以及有关法律法规的规定，结合审判工作实际，制定本意见。 |

The “three in one” trial of civil, administrative and criminal cases involving intellectual property rights means the unified trial of civil, administrative and criminal cases involving intellectual property rights by the intellectual property right tribunals. | | 1、知识产权民事、行政和刑事案件审判“三合一”是指由知识产权审判庭统一审理知识产权民事、行政和刑事案件。 |
| Promoting the “three in one” work is an important initiative of the people's courts to implement the tasks of the judicial reform set forth at the 4th Plenary Session of the Eighteenth CPC Central Committee and an important measure to implement the state's intellectual property right strategy and innovation-driven development strategy. The objectives of promoting the “three in one” work are to build a working mechanism and trial system in conformity with the judicial characteristics and pattern of intellectual property rights and continue to improve the general effectiveness of the protection of intellectual property rights. | | 推进“三合一”工作，是人民法院贯彻落实党的十八届四中全会关于司法体制改革任务的重要举措，是落实国家知识产权战略和创新驱动发展战略的重要措施。推进“三合一”工作的目的是要构建符合知识产权司法特点和规律的工作机制和审判体制，不断提高知识产权司法保护的整体效能。 |

Promoting the “three in one” work helps to enhance the joint forces of judicial and administrative authorities and achieve comprehensive remedy, and judicial impartialness; helps to unify judicial standards, improve trial quality and enhance the judicial protection system of intellectual property rights; helps to rationally distribute trial forces, optimize allocation of trial resources, and improve the effectiveness and efficiency of the judicial protection of intellectual property rights; and helps to develop specialized trial teams of intellectual property rights and improve the quality of trial teams of intellectual property rights. The people's courts at all levels shall bring their thoughts and actions in line with the decisions and arrangements of the central authorities, and comprehensively promote the “three in one” work with the spearheading spirit.
