| In accordance with the Regulation of the People's Republic of China on International Maritime Transportation and the Announcement of the Ministry of Transport on the Implementation Measures for Detailed Recordation of Freight Rates of International Container Liner (No. 64 [2013]), international container liner transport operators (hereinafter referred to as “liner companies”) shall undergo recordation of freight rates of maritime transportation and related surcharges (including Terminal Handling Charges, hereinafter referred to as “THC”) at the acceptance institution for the recordation of freight rates (“Shanghai Shipping Exchange”) designated by the Ministry of Transport (“MOT”). | | 根据《中华人民共和国国际海运条例》和《交通运输部关于国际集装箱班轮运价精细化报备实施办法的公告》（2013年第64号），国际集装箱班轮运输经营者（以下简称班轮公司）应向交通运输部指定的运价备案受理机构（上海航运交易所）报备海运运价和包括码头作业费（THC）在内的海运相关附加费。 |
It is learnt that some liner companies have raised THC rates without recordation of freight rates or without following the freight rates recorded, which has affected the fair competition on the international maritime transportation market.
