Xi'an Branch of the People's Bank of China, and central sub-branches inShijiazhuang, Taiyuan, Changchun, Harbin, Hefei, Nanchang, Zhengzhou, Changsha, Guiyang, Lhasa, Lanzhou, Xining, Yinchuan and Urumqi; the public finance departments, departments of commerce, state taxation bureaus and CBRC offices of Hebei Province, Shanxi Province, Jilin Province, Heilongjiang Province, Anhui Province, Jiangxi Province, Henan Province, Hunan Province, Guizhou Province, Tibet Autonomous Region, Shaanxi Province, Gansu Province, Qinghai Province, Ningxia Hui Autonomous Region and Xinjiang Uygur Autonomous Region; and Guangdong Branch and Tianjin and Shanghai Special Commissioner's Offices of the General Administration of Customs and all customs offices directly under the General Administration of Customs: 中国人民银行西安分行,石家庄、太原、长春、哈尔滨、合肥、南昌、郑州、长沙、贵阳、拉萨、兰州、西宁、银川、乌鲁木齐中心支行;河北省、山西省、吉林省、黑龙江省、安徽省、江西省、河南省、湖南省、贵州省、西藏自治区、陕西省、甘肃省、青海省、宁夏回族自治区、新疆维吾尔自治区财政厅、商务厅、国家税务局、银监局;海关总署广东分署、天津、上海特派办、各直属海关:
To satisfy the actual demands of enterprises for cross-border RMB businesses and further bring into play the role of RMB settlement in promoting trade and investment facilitation, you are hereby notified of relevant issues concerning the expansion of regions supporting RMB settlement in cross-border trade as follows: 为满足企业对跨境人民币业务的实际需求,进一步发挥人民币结算对贸易和投资便利化的促进作用,现就扩大跨境贸易人民币结算地区的有关问题通知如下:
I. Hebei Province, Shanxi Province, Anhui Province, Jiangxi Province, Henan Province, Hunan Province, Guizhou Province, Shaanxi Province, Gansu Province, Qinghai Province and Ningxia Hui Autonomous Region shall be added into the regions supporting RMB Settlement in cross-border trade, with the coverage expanding to the whole nation.   一、跨境贸易人民币结算地区增加河北、山西、安徽、江西、河南、湖南、贵州、陕西、甘肃、宁夏、青海省(自治区),地区范围扩大至全国。
II. Enterprises in the aforesaid newly added 11 provinces (or autonomous region) may, in accordance with the Measures for the Administration of the Pilot Programof RMB Settlement in Cross-Border Trade (Announcement No. 10 [2009], PBC, MOF, MOFCOM, GACC, SAT and CBRC), conduct RMB settlement of import trade in goods, cross-border trade in services and other current accounts.

   二、上述新增11个省(自治区)的企业可按照《跨境贸易人民币结算试点管理办法》(中国人民银行财政部 商务部 海关总署 国家税务总局 中国银行业监督管理委员会公告[2009]第10号)规定,以人民币进行进口货物贸易、跨境服务贸易和其他经常项目结算。
