| The bureaus of radio, film and television of all provinces, autonomous regions and municipalities directly under the Central Government; the Bureau of Radio and Television of Xinjiang Production and Construction Corps; and all departments directly under the State Administration of Radio, Film and Television: | | 各省、自治区、直辖市广播影视局，新疆生产建设兵团广播电视局，总局直属各单位： |
| In order to effectively implement the relevant spirit of the Several Opinions of the State Council on Encouraging and Guiding the Sound Development of Private Investment (No. 13 [2012] of the State Council) and the Notice of the General Office of the State Council on the Division of Major Work concerning Encouraging and Guiding the Sound Development of Private Investment (Letter No. 120 [2010] of the General Office of the State Council), bring into play the important role of private capital in promoting the development of the radio and television industry, and promote the sound development of the radio and television industry, we hereby put forward the following implementation opinions: | | 为了贯彻落实《国务院关于鼓励和引导民间投资健康发展的若干意见》（国发〔2012〕13号）和《国务院办公厅关于鼓励和引导民间投资健康发展重点工作分工的通知》（国办函〔2010〕120号）的有关精神，发挥民间资本在推动广播影视产业发展中的重要作用，促进广播影视产业健康发展，现提出如下实施意见： |
| I. Encouraging private capital to be invested in the field of radio and television program production and be engaged in the business operations of radio and television program production, and giving guidance thereto | | 一、鼓励和引导民间资本投资广播电视节目制作领域，从事广播电视节目制作经营活动 |
| 1. A private enterprise that has independent legal person status, and has radio and television meeting the requirements of the business scope, and relevant professional personnel and workplace, may apply for the Business License for Producing Radio and Television Programs in accordance with the Provisions on the Administration of Radio and Television Program Production and Management (Order No. 43 of the State Administration of Radio, Film and Television). Upon obtaining a Business License for Producing Radio and Television Programs, a private enterprise may engage in the business operations of radio and television program production (except news, and similar subjects and columns). | | （一）具有独立法人资格，有适应业务范围需要的广播电视及相关专业人员和工作场所的民营企业，均可按照《广播电视节目制作经营管理规定》（广电总局令第34号）申请《广播电视节目制作经营许可证》。取得《广播电视节目制作经营许可证》的民营企业，即可从事广播电视节目制作经营活动（时政新闻及同类专题、专栏除外）。 |
2. A private enterprise holding a Business License for Producing Radio and Television Programs may make an application to the local administrative department of radio and television according to the Provisions on the Administration of Radio and Television Program Production and Management, and may engage in the production of television series after the administrative department of radio and television at the provincial level examines, approves and issues a Television Series Production License (Class B).
