| For purposes of implementing the spirit of the Eight-point Regulation of the Party Central Committee and the Measures for the Administration of Exhibitions and Activities Held in China by Party and Government Agencies, in accordance with the requirements of the Notice of Further Improving the Special Overhaul of Exhibitions and Activities Held in China by Party and Government Agencies (Letter No. 150 [2019], National Leading Group for Reviewing and Regulating Celebrations, Seminars and Forums) issued by the National Leading Group for Reviewing and Regulating Celebrations, Seminars and Forums and in light of the Interim Provisions on Inviting the Leaders of the State Intellectual Property Office to Attend Government Affairs and Filing Requests for Instructions (No. 162 [2008], State Intellectual Property Office), in respect of various local exhibitions, festivals, forums, competitions, seminars and other activities relating to intellectual property rights (hereinafter collectively referred to as “exhibitions and activities”), which involve the participation of the China National Intellectual Property Administration (“CNIPA”) or the staff members of the CNIPA, relevant requirements are hereby specified as follows: | | 为贯彻落实中央八项规定精神和《党政机关境内举办展会活动管理办法》，按照全国清理和规范庆典研讨会论坛活动工作领导小组《关于进一步做好党政机关境内举办展会活动专项整治工作的通知》（国清组函〔2019〕150号）要求，结合《邀请国家知识产权局领导出席政务活动及报告请示工作暂行规定》（国知发办字〔2008〕162号），现就涉及国家局或国家局人员参加的地方各类知识产权相关展会、节庆、论坛、大赛、研讨会等活动（以下统称展会活动）明确有关要求如下： |
| I. Heightening political awareness | | 一、提高政治站位 |
All provincial intellectual property offices (administrative departments of intellectual property) shall practically heighten their political awareness, conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council, thoroughly implement the spirit of the “Eight-point Regulation” of the CPC Central Committee in exhibitions and activities, improve the systems and mechanisms, consolidating the responsibilities of subjects, conduct self-examination and self-correction, and make their administration better. The relevant provisions of the CPC Central Committee on practicing frugality and shunning extravagance and waste shall be strictly implemented, general ritual activities shall be streamlined, and attention shall be paid to the actual effect of exhibitions and activities.
