| CHAPTER I GENERAL PRINCIPLES | | 一、 总则 |

| Article 1. In order to encourage industrial enterprises to improving the quality of their products and strive to make more high-quality goods as required by China's socialist modernization programme and the need to steadily raise the people's living standards and increase exports, the state has decided to confer State Quality Awards on fine-quality industrial products. | | 第一条 为了鼓励工业企业不断提高产品质量，努力生产优质产品，适应我国社会主义现代化建设和人民生活水平不断提高以及扩大出口的需要，国家决定对工业产品中的优质品，颁发国家质量奖。 |

| Article 2. State Quality Awards are issued annually after evaluation, selection, consideration and approval of the eligible products. The awards are divided into two classes; Class A -- gold medals; and Class B -- silver medals. | | 第二条 国家质量奖每年评选、审定、颁发一次。分甲、乙两种，甲种为金质奖章，乙种为银质奖章。 |

| CHAPTER II QUALIFICATIONS | | 二、 获奖条件 |

| Article 3. All products to be granted State Quality Awards must conform to the following qualifications: | | 第三条 荣获国家质量奖的优质产品，必须具备下例各项条件： |

| (1) They are suited to the needs of, are reliable and satisfactory to the users, and are sought for and appreciated in domestic and world markets; | | 1． 适用可靠，用户满意，畅销国内外市场，享有好的声誉； |
| |
|
| (2) Their quality indices are higher than those laid down in all existing technical standards, on a par with or close to the advanced international standards for the same category or products, or the products are unique and original in design and possess fine traditional qualities; | | 2． 各项质量指标高于现行各级技术标准的规定， 达到或接近国际同类产品的 |
| |
先进水平，或具有独特风格，优美传统的特色； |
| (3) The products are placed first in quality contests among Chinese products of the same kind; and | |

| | 3． 在国内同类产品质量竞赛评比中，取得最佳成绩； |
| (4) Their designs have been finalized and approved for serial production, and the quality of the products improves steadily. | |

| | 4． 已定型批量生产，质量持续稳定上升。 |
