| For the purpose of effectively implementing the requirements for the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services,” optimizing the business environment at ports, and promoting logistics facilitation, the General Administration of Customs (“GACC”) has decided to further promote the paperless supervision of entry and exit of conveyances, and the persons in charge of conveyances entering or leaving China and the service providers of such conveyances may submit electronic data to the Customs for handling of relevant formalities. The relevant matters are hereby announced as follows: | | 为贯彻落实“放管服”改革要求，优化口岸营商环境、促进物流便利化，海关总署决定进一步推进运输工具进出境监管领域作业无纸化，进出境运输工具负责人、进出境运输工具服务企业可向海关提交电子数据办理相关手续。现将有关事项公告如下： |
| I. Recordation and related formalities | | 一、备案及相关手续 |
Where the persons in charge of conveyances entering or leaving China or the service providers of such conveyances undergo the recordation formalities or the recordation modification or cancellation (revocation) formalities for the relevant enterprises and conveyances, or enterprises engaging in road freight between the Mainland and Hong Kong or Macao and their vehicles undergo the formalities for annual inspection and vehicle inspection, they may submit electronic data to the Customs for handling of the relevant formalities, without the need to provide any paper document or relevant attached document, such as recordation registration form, recordation modification form, annual inspection report, vehicle inspection record, and application form for inspection of vehicles temporarily entering China.
．．．．．． | | 进出境运输工具负责人、进出境运输工具服务企业办理相关企业及运输工具备案、备案变更、备案撤（注）销手续，以及来往港澳公路货运企业及公路车辆年审、验车手续的，可向海关提交电子数据办理相关手续，无需提交备案登记表、备案变更表、年审报告书、验车记录表、临时进境验车申报表等纸质单证资料及相关随附单证。
